REQUEST FOR COUNCIL ACTION <br />Date: November 9, 2020 <br />Item No.: 9.e <br /> <br />Department Approval City Manager Approval <br />Item Description: Approve St Rose of Lima Drainage Improvement Cooperative Agreement <br />1 B ACKGROUND <br />2 Ramsey-Washington Metro Watershed District (RWMWD), in partnership with the City of Roseville <br />3 and the St Rose of Lima Church, proposes multiple drainage improvements to reduce flooding near <br />4 St Rose of Lima located at 2048 Hamline Avenue. The improvements consist of two projects. The <br />5 first project will be designed and paid for by RWMWD to reconstruct and reduce the amount of <br />6 impervious surface on the existing site by modifying the parking lot. The second improvement, <br />7 which will be designed and paid for by the City of Roseville, consists of underground storage <br />8 chambers that will be constructed at the south end of the parking lot. Both projects will help reduce <br />9 flooding which occurs on Dellwood Avenue and Skillman Avenue. <br />10 Since this is a cooperative project between RWMWD and the City of Roseville, an agreement is <br />11 necessary to detail the terms of the relationship on the project and cost sharing responsibilities. The <br />12 agreement outlines the City of Roseville as owner and operator of the underground system. The City <br />13 will be the lead agency to bid and oversee both projects under one contract. RWMWD will <br />14 reimburse the City for all costs associated with the parking lot improvements. <br />15 The plan is to bid the project in February with construction beginning in the summer of 2021. <br />16 P OLICY O BJECTIVE <br />17 The goals of the City’s Comprehensive Surface Water Management Plan are to protect the integrity <br />18 of storm water conveyance channels, reduce nutrient loading and improve water quality to lakes and <br />19 wetlands. City policy is to cooperate with other agencies for mutual benefit, whenever possible. <br />20 F INANCIAL I MPACTS <br />21 The City’s cost of the improvement is estimated to be $372,472.33. RWMWD cost is estimated to be <br />22 $215,072.75. City costs will be paid from the StormwaterUtility Fund. <br />23 S TAFF R ECOMMENDATION <br />24 Staff recommends approving the St Rose of Lima Drainage Improvement agreement with RWMWD. <br />Page 1 of 2 <br /> <br />
