REQUEST FOR COUNCIL ACTION <br />Date: November 30, 2020 <br />Item No.: 9.e <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contract for 2021 Sanitary Sewer Main Lining <br />1 B ACKGROUND <br />2 The majority of the City’s sanitary sewer mains were constructed in the late 1950’s and early 1960’s, <br />3 utilizing clay tile and reinforced concrete pipe. Over time the joints have failed, allowing root <br />4 intrusion. The pipe material is also susceptible to cracking and construction damage. The City <br />5 began the sewer lining program in 2006 to rehabilitate the sewer mains and extend the life of our <br />6 sanitary sewers by 50 years or more. Lining technology essentially installs a new resin pipe inside <br />7 the original clay tile sewer main without digging up City streets, which results in minimal disruption <br />8 to residents during construction. The liner pipe is inserted into the main through existing manholes <br />9 and cured in place with a heat process. Each segment is typically completed in one working day. <br />10 Service line connections are reopened using a robotic cutter and remote cameras. During the <br />11 process, existing flows are bypassed using pumps. This technology also prevents infiltration of <br />12 groundwater into the main system and can be credited toward a Metropolitan Council Environmental <br />13 services inflow/ infiltration surcharge. <br />14 The 2021 Sanitary Sewer Main Lining Project includes lining for approximately 10 miles in areas <br />15 identified as having root intrusion or infiltration problems. Approximately 2.6 miles of the project <br />16 are within the City of Falcon Heights. The City of Roseville has executed a joint powers <br />17 construction agreement with Falcon Heights that includes this work. Per State <br />23 Statutes on municipal contracting, the City Council awards contracts to the lowest responsible <br />24 bidder.
