REQUEST FOR COUNCIL ACTION <br />Date:November 30, 2020 <br />Item No.: 9.i <br />Department Approval City Manager Approval <br />Item Description:Accept 2020 Body Worn Camera Audit Report <br />1 B ACKGROUND <br />2 In November 2017, the Roseville Police Department was awarded a grant from the United States Bureau of <br />3 Justice Assistance to implementBody Worn Cameras (BWC) forall police personnel. In October 2018, <br />4 the Roseville Police Department implemented the use of BWCs department-wide. Minnesota law requires <br />5 law enforcement agencies with BWCs must arrange for an independent biennial audit to ensure <br />6 compliance with applicable laws (Minn. Stat. 13.825, subd. 9a). The law also requires the results of the <br />7 audit must be provided to the City Council and to the Legislative Commission on Data Practices and <br />8 Personal Data Privacy (Minn. Stat. 13.825, subd. 9c). <br />9 <br />10 The Roseville Police Department hired the independent firm of Lynn Lembcke Consulting to conduct an <br />11 audit of our BWC program. The complete report is attached for review. The Roseville Police Department <br />12 was found to be fully compliant with all audit requirements. Staff will send this report to the Legislative <br />13 Commission on Data Practices and Personal Data Privacy, as required by law. <br />14 P OLICY O BJECTIVE <br />15 In order to ensure compliance with state laws, an independent audit of the Roseville Police Department’s <br />16 body worn cameras was completed and the results provided to the City Council. <br />17 F INANCIAL I MPACTS <br />18 Not applicable. <br />19 S TAFF R ECOMMENDATION <br />20 The police department is recommending acceptance of the 2020 Body Worn Camera Audit Report. <br />21 R EQUESTED C OUNCIL A CTION <br />22 Accept the 2020 Body Worn Camera Audit Report prepared by Lynn Lembcke Consulting. <br />23 Prepared by: Erika Scheider, Chief of Police <br />24 Attachment: A: 2020 Body Worn Camera Audit Report <br />25 <br />Page 1 of 1 <br /> <br />
