Attachment B <br />Improve Absentee Balloting <br />Eligible voters in Minnesota may vote by absentee ballot prior to Election Day. Starting 46 days <br />before anelection, a voter can request an application for an absentee ballot, receive and cast an <br />absentee ballot in one visit to their election office. For those voting absentee in-person, the <br />application process is burdensome and confusing as voters expect the same process they <br />encounter in their polling place on Election Day. There is often confusion and frustration that <br />they are not allowed to place their ballots directly into a tabulator if they are voting more than <br />seven days before Election Day. <br />The City of Roseville supports legislation that seeks to streamline voter check-in procedures <br />and increase efficiency and decrease the time voters spend in line waiting to cast their <br />absentee ballots. To improve the voter experience and respond to voter demand to vote early, <br />the city supports extending the time period for those who choose to vote absentee in-person <br />and to place their ballots directly into a tabulator from seven days to the full 46 days before <br />Election Day. The city also supports eliminating the option to place an in-person absentee <br />ballot in a series of envelopes instead of the tabulator in order to increase efficiency. <br /> <br /> <br />
