REQUEST FOR COUNCIL ACTION <br />Date: February 8, 2021 <br />Item No.:7.e <br />Department Approval City Manager Approval <br />Item Description: Consider Approval of Roseville’s 2021Legislative Priorities <br />1 B ACKGROUND <br />2 On January 4 and January 25, the City Council discussed the 2021 Legislative Priorities. Based on <br />3 the discussion staff is bringing forward to the following listing of priorities for City Council review <br />4 and approval. <br />5 <br />6 High Priority Items <br />7 The following legislative priorities are ones that the City of Roseville directly supports and will <br />8 directly engage the Minnesota Legislature to ensure passage of legislation that implement these <br />9 priorities. <br />10 • Seek financial support for capital improvements for the state and regional asset of the <br />11 Guidant John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />12 • Allow Municipal Hotel Licensing <br />13 • Increase fees allocated to local Deputy Registrars <br />14 • Increase funding to local governments to address emerald ash borer <br />15 • Allowing a Taproom and Cocktail Room on the same premise <br />16 <br />17 Other Priorities <br />18 The following legislative priorities are ones that the City of Roseville supports but will let other <br />19 organizations and advocates directly engage the Minnesota Legislature regarding passage of <br />20 legislation to implement these priorities. <br />21 • Regulate the sale of catalytic convertors <br />22•Increase funding for mental health services and resources for public safety <br />23 • Implement Police Officer arbitration reform <br />24 • Increase affordable housing funding <br />25 • Increase funding to local governments to address emerald ash borer <br />26 • Enact Statewide Licensing of Massage Therapists <br />27 • Advocate for an increase in Transportation Funding <br />28 • Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler <br />29 Systems in R-2 (Multi-Family) Occupancy Groups. <br />30 • Continue to fund the DEED RedevelopmentGrant Program and the Demolition Loan <br />31 Program <br />32 • Create presumptive coverage for Firefighters diagnosed with cancer <br />33 • Improve transparency of information property tax notices sent by counties <br />34 • Allow for the use of city website or other technology-based methods for official notices <br />35 <br />36 Additional information about each policy is included as Attachment A. <br />Page 1 of 2 <br /> <br />
