Attachment A <br />Roseville 2021 Legislative Priorities <br />Increase fees allocated to local Deputy Registrars <br />The State of Minnesota Driver & Vehicle Services (DVS) division launched MNDRIVE in <br />November 2020 which replaced the MNLARS system. The new MNDRIVE requires all <br />information to be entered by Deputy Registrars and in some cases by Auto Dealerships, before <br />the transaction can be processed. <br />The new system requires Deputy Registrars to enter all data in the system where the previous <br />system split the data entry between Deputy Registrars and State DVS. <br />These changes have resulted in an average increase of 30% more time per transaction.This <br />means Deputy Registrars can’t help as many customers in the same amount of time as prior to <br />the system change. <br />Deputy Registrars also have to scan all documentation and attach it to the application. To <br />streamline the time spent scanning, the Roseville License Center invested in scanners for each <br />work station, as the State only provided one scanner for the office. <br />Metro Cities, League of Minnesota Cities, and the Minnesota Deputy Registrar Association all <br />support an increase in fees retained by Deputy Registrars to cover their costs. House File 54 was <br />recently introduced by Representative Elkins that increases vehicle registration fees. <br />The City of Roseville supports legislation that will increase the filing fees retained by Deputy <br />Registrars to an amount sufficient to offset the costs of providing licensing activities on behalf <br />of the State of Minnesota. <br /> <br /> February 8, 2021 Draft <br /> <br /> <br />
