Attachment A <br />Roseville 2021 Legislative Priorities <br />Regulate the sale of catalytic convertors <br />Roseville and other metro communities have seen a large spike in the theft of catalytic <br />convertors in recent years. Catalytic converters can be sold to scrap metal dealers or car scrap <br />yards for cash ranging anywhere from $70-$400 or more, depending on the metal and material of <br />the device. Precious metals can be extracted from the catalytic converters by these scrap <br />companies. Platinum is the most widely used, however palladium, rhodium, cerium, manganese <br />and nickel can also be found. <br />On average, the cost to replace a catalytic converter is estimated to be from $500 to $2000. <br />Catalytic converters lack any identifying marks, so even when we come across someone who <br />possesses suspected stolen ones, it is next to impossible to determine where it was stolen from. <br />Law enforcement, including the Minnesota Chiefs of Police Association supports legislation <br />preventing scrap metal dealers from buying catalytic convertors other than from auto repair or <br />recycling businesses and that would also require the sellers provide proof of their ownership of <br />the vehicle. <br />The City of Roseville supports any legislation that only allows the sale catalytic convertors to <br />scrap metal dealers from auto repair or recycling businesses and that restricts individual from <br />selling catalytic convertors directly to scrap metal dealers. In addition, Roseville supports a <br />requirement to have serial numbers on a catalytic convertors for tracking purposes. <br /> <br /> February 8, 2021 Draft <br /> <br /> <br />
