Attachment A <br />Roseville 2021 Legislative Priorities <br />Implement Police Officer arbitration reform <br />In the last year there has been a lot of focus regarding police officer discipline and the use of <br />arbitrators to resolve police office discipline and employment issues after a critical incident. <br />Often the arbitrator rules against the city’s disciplinary action and the community’s wishes and <br />as a result reduces the discipline and/or reinstates the officer to duty. <br />The Minnesota Police Chief’s Association (MPCA) have identified two legislative priorities <br />related to police arbitration reform. They are: <br /> Arbitration Revision Act - The MPCA supports creating a more objective <br />arbitration process by having the Office of Administrative Hearingshandle all police <br />officer termination grievances. <br /> Officer Integrity Act - The MCPA supports legislation allowing for a Minnesota Licensed <br />Peace Officer to be terminated from public employment without opportunity to challenge <br />the remedy of termination should the basis for termination be willful or intentional <br />dishonesty, deception, or similar unethical or illegal conduct that is deemed sufficient to <br />imperil their credibility in court testimony. The MCPA does not support limiting an <br />officer’s due process right to arbitration. <br />The City of Roseville supports reforms to Minnesota’s labor arbitration and employment laws <br />for police officers to allow for greater objectivity and accountability in grievance and <br />disciplinary matters. <br /> <br /> February 8, 2021 Draft <br /> <br /> <br />
