ATTACHMENT E councilmember, short term rentals: even though it is a state requirement (as shown in above link), you should include in information provided to landlords of short-term rentals, a reminder of the requirement that the landlord needs to issue a minnesota CRP to each renter during a year, and must maintain a copy on file. to help law enforcement, you should require landlords to maintain a guest register showing the names of all adults staying on their property, along with their ID information, telephone numbers, addresses, and vehicle ID information. the landlord should also need to pay the roseville lodging tax, since they compete with hotels/motels. without this information how would the police know who to look for if laws are broken? this information should have to be electronically provided to the city within 1 hour of someone starting the rental term. utilities: i believe it would increase signing up of autopay for utility bills, and reduce unpaid bills, if those who sign up for autopay had an option to have their payments spread over 3 months, rather than pay all at once. for many people, the utility bill is a large bill for them, and having the option of breaking it into 3 payments would be a great help, and again, would help the city collect the money more timely. having a steady stream of money coming into the city every month would be much better than late/never payments, and would help property owners greatly, since they could budget for a smaller monthly payment rather than one big payment. have a great day! roger roger hess jr Unless restricted by law, all correspondence to and from Roseville City government offices, including information submitted through electronic forms such as this one, may be public data subject to the Minnesota Data Practices Act and/or may be disclosed to third parties.
