He indicated he would send an <br />718 email to the Council with his entire speech due to time constraints, but he would <br />719 like to offer a couple of suggestions. He asked the Council to adopt the City of <br />720 Shoreview model which allows responsible tobacco shops to continue to sell to- <br />721 bacco products in menthol, allow gas stations to sell the menthol, exclude tobacco <br />722 shops from the ban of menthol flavored tobacco products, increase compliance <br />723 checks to a minimum of four per year instead of two visits per year, provide edu- <br />724 cational materials to retailers, require retailers to show a proof of completed train- <br />725 ing by the retailer, and to limit the tobacco licenses in the City of Roseville. He <br />726 thought this would accomplish what they are allowed in the City of Roseville with- <br />727 out putting businesses out of business. <br />728 <br />729 Ms. Renee Pardello, McCarrons Blvd <br />730 Ms. Pardello explained she supported the ban. She indicated this is a bigger dis- <br />731 cussion about the economy and how people make a living. She explained if busi- <br />732 nesses continue to make a living off peopleÓs addictions, systemic racism, and <br />733 health issues that in the end affect everyone, then they are never going to become a <br />734 community that really values caring for each other and our collective future. She <br />735 thought there needed to be discussions about how they help the businesses transi- <br />736 tion out of these products they sell that cause harm and needs to be a part of the <br />737 discussion. She explained when people hear about a $500,000 tax revenue, she was <br />738 sure peopleÓs minds start to shift and think in a different direction. That is because <br />739 the economy is based upon making profits off damaging themselves and the envi- <br />740 ronment. <br />741 <br />742 Mayor Roe closed public comment. He explained regarding business-to-business <br />743 sales, he believed the only thing that the City of Roseville licenses is the retail sale <br />744 of tobacco. All other activities related to tobacco sales and manufacturing are reg- <br />745 ulated by other entities and not the City of Roseville. He thanked the public and <br />746 businesses for their comments regarding this topic. <br />747 <br />748 Correspondence was received before the meeting and included in the Council <br />749 packet as well. <br />750 <br />751 Mayor Roe indicated the Council could vote on the ordinance at the meeting or <br />752 delay the action for more information if the Council would wish to do so. He <br />753 thought the discussion should be framed around the view of the Council with keep- <br />754 ing the threshold question of whether or not to completely ban the sale of flavored <br />755 tobacco at any type of establishment or any kind of flavor in the City or does the <br />756 Council want to do something like one of the neighboring communities has done <br />757 that has different categories and flavors regulated in different ways. One of the <br />758 things that seemed to be a threshold for him is that we are currently much laxer <br />759 more lax than almost all of our neighbors with a few exceptions and he was not sure <br />760 that was something he was comfortable with, in terms of regulating flavored to- <br /> <br />
