The proposed use will not be injurious to the surrounding neighborhood, will not negatively impact 36 <br />traffic or property values, and will not otherwise harm the public health, safety, and general welfare. 37 <br />The use of residentially zoned lakeshore land for residential lake access adjacent to a public beach, 38 <br />boat launch, and fishing pier will not create adverse traffic impacts, harm property values, or cause 39 <br />harm to the public health, safety, and general welfare. 40 <br />AND WHEREAS the Roseville City Council has made the following findings regarding the 41 <br />additional evaluation criteria for conditional uses in the Shoreland Management Overlay District 42 <br />established in §1017.21.A (Shoreland Conditional Uses); 43 <br />1. The prevention of soil erosion or other possible pollution of public waters, both during and after 44 <br />construction; 45 <br />All applicable erosion control requirements and property maintenance regulations in City Code and 46 <br />from other pertinent agencies will be enforced as normal. 47 <br />2. The visibility of structures and other facilities as viewed from public waters is limited; 48 <br />No structures are proposed other than a dock, but any such structures will need to conform to the 49 <br />zoning requirements pertaining to Water Oriented Accessory Structures. 50 <br />3. The types, uses, and numbers of watercraft that the project will generate can be safely 51 <br />accommodated on the site; 52 <br />Watercraft are regulated by MnDNR. 53 <br />4. The impact the proposed use may have on the water quality of the water body is not excessive. 54 <br />Any use of the proposed controlled access must conform to all applicable requirements of agencies 55 <br />regulating water quality. 56 <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the 57 <br />proposed controlled access, based on the public record and City Council deliberation. 58 <br />WHEREUPON said resolution was declared duly passed and adopted. 59 <br />RCA Attachment F <br />Page 8 of 8
