<br /> RFP for City of Roseville Recycling Services • 4 <br />respected.” The Action Plan’s community indicator B states that “Roseville’s workforce reflects <br />the diversity of the community across the breadth and depth of the organization.” The outcome <br />related to contracting states that “The City establishes a policy to hire contractors who use a <br />workforce that reflects Roseville’s racial equity plan.” The relevant action states “Contracts are <br />reviewed for inclusion language to address hiring of contractors with a racially diverse <br />workforce.” Respondents to this RFP are required to address these policies in their responses to <br />the RFP Questionnaire as Attachment D. <br />Below is a graphic description of the population by race and ethnicity in Roseville as reported by <br />the Metropolitan Council of the Twin Cities Area derived from data from the U.S. Census <br />Bureau, American Community Survey (2014 – 2018). <br /> <br /> <br /> <br /> <br />2.2 Working Conditions and Employment Structure <br />Roseville believes that all employees of its contractors should be treated with respect and <br />provided a safe, healthy working environment. Working conditions must be as safe as possible <br />meeting all local, state and federal policies, guidelines, rules and laws. Labor policies should <br />fully respect the rights of all employees. The City prefers that workers be paid a living wage with <br />full benefits (i.e., not temporary employees without benefits). <br /> <br />
