RFP for City of Roseville Recycling Services • E-1 Attachment E Roseville’s Racial Equity Action Plan [TO BE INSERTED FROM PDF AS SUBMITTED BY CITY STAFF (Attachment E - Racial Equity Action Plan rj 1-5-2021.pdf)] Community Values Plan Respondents must identify their proposal to meet Roseville’s community values, including but not limited to the categories and specific examples below. This Attachment E form must be used. Additional sheets may be added as needed (no page limit).  Collection Operations: clean and quiet collection operations; impacts on pavements; single-stream collection and processing operations; resident instructions and public education materials that make it easy to participate; minimum list of materials picked up; materials are efficiently recycled (e.g., local markets, highest and best use for material); and recycling operations at multi-family dwellings and City parks / other City facilities that meet minimum collection service standards.  Resident Public Education and Community Engagement Efforts: effective and frequent education of residents; community engagement in planning any service changes; voluntary expansion to businesses; and outreach using electronic communications.  Environmental: proposed operations at Zero Waste Events; reduced carbon footprint; education and leadership on protection of the environment and natural resources; local vendor fleet staging / maintenance facilities; local MRF locations and efficiency (e.g., percent Process Residuals); examples of past Sustainability Plans and proposed commitments to update these plans; and annual reports that include certification that all recyclable commodities are recycled along with information on ultimate end market applications.  Diversity, Equity and Inclusion (DEI): Demonstrated past diversity in the Respondent’s collection, processing, public education / customer service and management labor forces that will serve Roseville; proposed means to provide public education tools in translated languages (identify and provide examples of public education tools in languages other than English); Public education tools that intentionally show photos or illustrations of real people reflecting the diversity of Roseville’s population; outreach to low participating communities; and other means to engage and do business with small businesses in and around Roseville own, operated and staffed by Black, Indigenous and People of Color. The capability claims should be prioritized (list the most important claims first). The Respondent may add or delete Project Capability Claim table templates. Information listed under the “Documented Performance” line may describe where the Respondent has used the approach or solution previously and what the results were in terms of verifiable metrics.
