<br /> RFP for City of Roseville Recycling Services A-8 <br />2.4 Recycling Containers <br />[THIS SECTION MAY BE AMENDED AS NEEDED AFTER CITY’S DECISION ON <br />CART OWNERSHIP: CONTRACTOR-OWNED VS. CITY-OWNED CARTS.] <br /> <br />The standard cart approximate dimensions shall be: <br /> <br /> 36-gallon cart (36 inches high by 18.5 inches wide by 23.5 inches deep). <br /> 64-gallon cart (39 inches high by 25 inches wide by 31 inches deep). <br /> 96-gallon cart (41 inches high by 30 inches wide by 36 inches deep). <br /> <br />[If the Contractor owns the carts,] The cart surface shall be smooth for ease in cleaning. Carts <br />shall be consistent in colors and design. The sides of the carts shall have a Recycling symbol that <br />is at least 4 inches tall on two sides. The lid shall contain a City-approved label with explicit <br />photos and words of acceptable Recyclable materials. The City shall approve the cart, color, and <br />labeling prior to manufacture; final draft plans for these cart designs shall be submitted to the <br />City 30 days prior to the Contractor submitting the final order to the cart manufacturer. <br /> <br />The driver is required to record and report to Contractor dispatch the location of any cart that is <br />damaged and that cart shall be repaired or replaced by the Contractor or designated subcontractor <br />within one week of the report of damage. <br /> <br />Damaged or unusable carts must be recycled. All costs incurred in recycling carts shall be the <br />responsibility of the Contractor, at no additional cost to the City. The Contractor will provide <br />documentation showing the City where the carts were recycled. <br /> <br />2.5 Collection <br />2.5.1 Curbside Collection <br />Residents shall place recycling carts at curbside or at the alley on collection day, placing the cart <br />with the handle toward the house and the lid opening toward street. The Contractor shall collect <br />from each participating household all acceptable materials. The driver is required to place the <br />emptied cart back down in the same curbside location as set by the resident. In no case is the cart <br />to be left in the street. <br /> <br />On a rare, occasional basis, a reasonable amount of Recyclables placed outside of and next to the <br />cart shall be collected by the Contractor. The Contractor shall leave an education tag that states <br />that continued overflow Recyclables will necessitate a larger cart and/or a second cart. If a <br />residence continues to have an overflow Recyclable material, after the second or third <br />consecutive collection, the Contractor shall place an additional 95-gallon cart at the residence. <br /> <br />Walk-up service shall be provided at no additional charge for customers with special needs as <br />approved by the City. The City will compile a list of seniors, disabled, and/or other special needs <br />residents who request such service. <br />
