<br />REQUEST FOR COUNCIL ACTION <br />Date: March 22, 2021 <br />Item No.: 9.g <br />Department Approval City Manager Approval <br />Item Description:Approve The Enclave at McCarrons Lake Public Improvement Contract & <br />Trail Easement <br />1 D ISCUSSION <br />2 On February 22, 2021, the Roseville City Council approved the preliminary plat for The Enclave at <br />3 McCarrons Lake. As part of the approvalprocess and before the final plat (Attachment D) can be <br />4 executed, the developer is required to enter into a public improvement contract for the public <br />5 pathway and utilities required to be constructed as part of the project. <br />6 The details of public improvements and development are specified in the Public Improvement <br />7 Contract (Attachment A) and shown in the plans (Attachment B). In order to serve the new lots, new <br />8 water and sanitary sewer lines are being extended from existing city mains. A portion of an existing <br />9 watermain will also be reconstructed. A new pathway, as required in the Rice-Larpenteur Vision <br />10 Plan, will also be constructed. <br />11 The new pathway will be constructed from the Marion Street cul-de-sac, running along the south and <br />12 east sides of the development, up to South McCarrons Boulevard. Crosswalk markings and signage <br />13 will be installed as part of the project, The City has worked with the developer to ensure the crossing <br />14 meets required site distance requirements (Attachment C). A public trail easement (Attachment E) <br />15 will be dedicated to the City. <br />16 One additional provision in the Public Improvement Contract is for the City to release the Developer <br />17 of some of the obligations to complete the pathway improvement should the City obtain grant <br />18 funding for the trail. Currently Community Development Staff is applying for these funds. Notice of <br />19 award of funds will not be determined until lateMay. Should the City be awarded the funds, the <br />20 Public Improvement Contract would be modified to remove the gravel and pavement installation <br />21 portion of the overall trail construction from the agreement. Due to the nature of the funds requiring <br />22 public bids and Davis-Bacon wage requirements among other items, the City would bid this portion <br />23 of the project as a public bid and coordinate the final installation of improvements with the <br />24 Developer. <br />25 All work would be done through the developer’s contractor. All costs for the improvements would <br />26 be paid by the developer. The estimated cost of construction of the public infrastructure is <br />27 $264,688.00. The developer will provide a financial security in the amount of 125% of the estimated <br />28 cost of construction, $330,857.50, in the event the developer fails to perform. <br />29 The City will oversee the construction. The developer will pay the City $10,587.44 for these <br />30 inspection services. All of the above dollar amounts would be subject to amendment if the City was <br />31 successful in obtaining grant funding for the trail. <br />32 The public improvements are planned to be completed by October 1, 2021. <br />Page 1 of 2 <br /> <br />
