REQUEST FOR COUNCIL ACTION <br />Date: March 22, 2021 <br />Item No.: 7.a <br />Department Approval City Manager Approval <br />Item Description: St Paul Regional Water Services Water Treatment Plant Project Presentation <br />1 B ACKGROUND <br />2 The City of Roseville has long contracted with St Paul Regional Water Services (SPRWS) to <br />3 provide the City with potable water. This arrangement has worked very well for over 60 years and is <br />4 the City’s only viable option for affordable, drinkingwater. <br />5 SPRWS and its large water treatment facility is located along Rice Street in Maplewood just north of <br />6 Larpenteur Avenue. The treatment plant is actually called the McCarrons Treatment Plant in <br />7 recognition of its close proximity to Roseville’s own McCarrons Lake. <br />8 SPRWS approached City staff requesting an opportunity to provide the Council with a presentation <br />9 of the planned upgrades of the current treatment plant and some initial details on the impact to the <br />10 cost of water to all of SPRWS’s customers, including Roseville. <br />11 F INANCIAL I MPACTS <br />12 Future rates, as defined in our contract with the St Paul Regional Water Services, will be impacted <br />13 by this large capital project. The presentation indicates that the typical retail customer will <br />14 experience as much as a 25% increase ($6 more from a $26 average monthly bill in 2021) in their <br />15 monthly bill by 2024. Wholesale clients, like the City of Roseville, have a more complex <br />16 calculation of an independently calculated base rate and a rate charge of 60% of retail prices.
