REQUEST FOR COUNCIL ACTION
Date: March 22, 2021
Item No.: 7.a
Department Approval City Manager Approval
Item Description: St Paul Regional Water Services Water Treatment Plant Project Presentation
1 B ACKGROUND
2 The City of Roseville has long contracted with St Paul Regional Water Services (SPRWS) to
3 provide the City with potable water. This arrangement has worked very well for over 60 years and is
4 the City’s only viable option for affordable, drinkingwater.
5 SPRWS and its large water treatment facility is located along Rice Street in Maplewood just north of
6 Larpenteur Avenue. The treatment plant is actually called the McCarrons Treatment Plant in
7 recognition of its close proximity to Roseville’s own McCarrons Lake.
8 SPRWS approached City staff requesting an opportunity to provide the Council with a presentation
9 of the planned upgrades of the current treatment plant and some initial details on the impact to the
10 cost of water to all of SPRWS’s customers, including Roseville.
11 F INANCIAL I MPACTS
12 Future rates, as defined in our contract with the St Paul Regional Water Services, will be impacted
13 by this large capital project. The presentation indicates that the typical retail customer will
14 experience as much as a 25% increase ($6 more from a $26 average monthly bill in 2021) in their
15 monthly bill by 2024. Wholesale clients, like the City of Roseville, have a more complex
16 calculation of an independently calculated base rate and a rate charge of 60% of retail prices. Staff
17 will work closely with SPRWS staff during the next cost-of-service study to ensure that we are
18 paying only our fair share of this capital improvement.
19 S TAFF R ECOMMENDATION
20 Receive presentation from the St Paul Regional Water Services on their Water Treatment Plan
21 Project.
22 R EQUESTED C OUNCIL A CTION
23 Receive presentation from the St Paul Regional Water Services on their Water Treatment Plan
24 Project.
Prepared by: Marc Culver, Public Works Director
Attachments: A: Presentation
