REQUEST FOR COUNCIL ACTION <br />Date: January 24, 2022 <br />Item No.: 10.c <br />Department Approval City Manager Approval <br />Item Description: Approve Final Payment for St Rose of Lima Drainage Improvements Project <br />1 B ACKGROUND <br />2 On November 9, 2020, the City Council approved an agreement with Ramsey-Washington Metro <br />3 Watershed District (RWMWD) for stormwater improvements at the St Rose of Lima Church located <br />4 at 2048 Hamline Avenue. The goal of the stormwater improvements is to reduce local flooding <br />5 issues, and also help improve water quality of downstream water bodies. <br />6 The stormwater improvements consisted of two projects. The first project was designed and paid for <br />7 by RWMWD to reconstruct and reduce the amount of impervious surface on the existing site by <br />8 modifying the parking lot. The second improvement, designed and paid for by the City of Roseville, <br />9 consisted of an underground storage chamber constructed at the south end of the parking lot. Both <br />10 projects will help reduce flooding which occurs on Dellwood Avenue and Skillman Avenue. The <br />11 City was the lead agency to bid and oversee both projects under one contract. RWMWD will <br />12 reimburse the City for all costs associated with the parking lot improvements. <br />13 On February 22, 2021, the City Council awarded the St Rose of Lima Drainage Improvements to <br />14 OMG Midwest Inc. Work completed under the contract totaled $794,994.26. The work was <br />15 successfully completed during the 2021 season and the project is ready to be closed out. <br />16 City policy requires that the following items be completed to finalize a construction contract: <br />17 Certification from the City Engineer verifying that all of the work has been completed in <br />18 accordance with plans and specifications. (See Attachment B) <br />19 A resolution by the City Council accepting the contract and beginning the one-year warranty. <br />20 F INANCIAL I MPACTS <br />21 The final contract amount, $794,994.26, is $259,377.74 more than the awarded amount of <br />22 $535,616.52. The majority of the increased cost is related to contaminated soil that was found on site <br />23 and had to be disposed of at a landfill. Additional costs included additional paving and sealing of an <br />24 old well, but these costs will be paid by RWMWD and St Rose of Lima church. The City’s <br />25 increased cost was $122,149.72 over the $300,000.00 budgeted for this project. <br />26 This project was financed using City Storm Sewer Funds and RWMWD. The City will be <br />27 requesting reimbursement from the watershed in the amount of $364,594.54. <br />28 Outside of the contract with OMG Midwest Inc., this project included costs for testing and <br />29 environmental work.
