REQUEST FOR COUNCIL ACTION Date: January 24, 2022 Item No.: 10.c Department Approval City Manager Approval Item Description: Approve Final Payment for St Rose of Lima Drainage Improvements Project 1 B ACKGROUND 2 On November 9, 2020, the City Council approved an agreement with Ramsey-Washington Metro 3 Watershed District (RWMWD) for stormwater improvements at the St Rose of Lima Church located 4 at 2048 Hamline Avenue. The goal of the stormwater improvements is to reduce local flooding 5 issues, and also help improve water quality of downstream water bodies. 6 The stormwater improvements consisted of two projects. The first project was designed and paid for 7 by RWMWD to reconstruct and reduce the amount of impervious surface on the existing site by 8 modifying the parking lot. The second improvement, designed and paid for by the City of Roseville, 9 consisted of an underground storage chamber constructed at the south end of the parking lot. Both 10 projects will help reduce flooding which occurs on Dellwood Avenue and Skillman Avenue. The 11 City was the lead agency to bid and oversee both projects under one contract. RWMWD will 12 reimburse the City for all costs associated with the parking lot improvements. 13 On February 22, 2021, the City Council awarded the St Rose of Lima Drainage Improvements to 14 OMG Midwest Inc. Work completed under the contract totaled $794,994.26. The work was 15 successfully completed during the 2021 season and the project is ready to be closed out. 16 City policy requires that the following items be completed to finalize a construction contract: 17 Certification from the City Engineer verifying that all of the work has been completed in 18 accordance with plans and specifications. (See Attachment B) 19 A resolution by the City Council accepting the contract and beginning the one-year warranty. 20 F INANCIAL I MPACTS 21 The final contract amount, $794,994.26, is $259,377.74 more than the awarded amount of 22 $535,616.52. The majority of the increased cost is related to contaminated soil that was found on site 23 and had to be disposed of at a landfill. Additional costs included additional paving and sealing of an 24 old well, but these costs will be paid by RWMWD and St Rose of Lima church. The City’s 25 increased cost was $122,149.72 over the $300,000.00 budgeted for this project. 26 This project was financed using City Storm Sewer Funds and RWMWD. The City will be 27 requesting reimbursement from the watershed in the amount of $364,594.54. 28 Outside of the contract with OMG Midwest Inc., this project included costs for testing and 29 environmental work. This totaled $20,424.90 and were charged to the storm sewer fund. Page 1 of 2
