36 c. Documentation of how each project will provide an economic benefit to residents, <br />37 businesses, and visitors from outside their jurisdiction <br />38 d. Amount of revenue to be raised for each project and the estimated time needed to <br />39 raise funds <br />40 e. Total amount of revenue to be raised for all projects <br />41 f. Estimatedlength of time the tax will be in effect if all proposed projects are approved <br />42 2. City must submit the approved resolution and supporting documentation to the senate and <br />43 house tax committee chairs by January 31 <br />44 3. Once legislative approval is given, the City shall revise and reaffirm its resolution. The <br />45 resolution must be passed at least 90 days before a general election <br />46 4. The City shall hold a referendum vote at a general election within two years of legislative <br />47 approval. If there are multiple projects, each project must have a separate question for <br />48 approval <br />49 5. If sales tax referendum is approved, the City shall create and pass an ordinance imposing the <br />50 tax <br />51 6. Once ordinance is passed, file a certificate of approval and copy of the ordinance with the <br />52 Minnesota Secretary of State and inform the Minnesota Department of Revenue in writing of <br />53 the new local sales tax <br />54 <br />55 Staff has included a draft resolution (Attachment B) based off of the League of Minnesota Cities <br />56 model resolution that has been updated with the current projects and the amount of sales tax <br />57 proposed to be collected. Attachment C contains documentation of regional significance for each <br />58 project that the City is proposing to be funded via the sales tax. This documentation will be included <br />59 with the resolution sent to Legislators. <br />60 P OLICY O BJECTIVE <br />61 The creation of a local sales tax for Roseville will more closely distribute the cost borne by Roseville <br />62 taxpayers for regional transportation infrastructure supporting Roseville’s business community. <br />63 B UDGET I MPLICATIONS <br />64 Not directly applicable at this time.
