Attachment B <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5 * * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />Roseville, County of Ramsey, Minnesota was duly held on the 24 <br />8 day of January 2022, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: Etten, Groff, Strahan, Willmus, and Mayor Roe. <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. XXXXXX <br />18 <br />19 RESOLUTION SUPPORTING THE AUTHORITY TO IMPOSE A LOCAL SALES TAX <br />20 TO FUNDSPECIFIC CAPITAL IMPROVEMENTS PROVIDING REGIONAL <br />21 BENEFIT, TO ESTABLISH THE DURATION OF THE TAX AND THE REVENUE TO <br />22 BE RAISED BY THE TAX, AND TO AUTHORIZE THE CITY TO ISSUE BONDS <br />23 SUPPORTED BY THE SALE TAX REVENUE <br />24 <br />25 <br />26 WHEREAS, the City of Roseville has engaged community residents and businesses and <br />27 identified three projects: <br />28 -Maintenance Facility: This project involves the construction of a new facility which <br />29 houses the equipment, materials and staff which maintain parks, roadways, trails, <br />30 storm water infrastructure, water distribution infrastructure, sanitary sewer <br />31 infrastructure as well as maintains public safety equipment and vehicles, much of <br />32 which serves a regional population as it visits and conducts business within the City <br />33 of Roseville. The new facility replaces a facility which was originally constructed in <br />34 1957 and has been expanded and remodeled several times since then resulting in a <br />35 facility that is undersized and lacking in safety and efficiency standards. The total <br />36 cost of $37 million includes planning, design, property acquisition, building <br />37 construction and utility infrastructure to support the new facility. <br />38 <br />39 -License and Passport Center: This project includes the construction of a new facility <br />40 which will house mandated separate spaces for licensing and passports. It will be a <br />41 larger, more useable space that will be designed to provide better waiting areas and <br />42 better support customers with scheduled appointments. The current building is a retail <br />43 center that the City previously leased space in and then purchased in 2018 as part of <br />44 an expansion of the overall City Campus.
