Mr. Culver thought the City Council could appoint the Commission as the <br />Sustainability and Resiliency Committee if there is some formal role that it plays <br />in some broader plan State wide. <br />Motion <br />Member Wozniak moved to indicate this Commission supports any efforts the <br />City can take and make to mitigate and address climate change such as a <br />resolution and the Commission will consider this at the January PWETC <br />meeting and also recommend the Council include citations to some of the facts <br />and figures in the proposed resolution. <br />Mr. Culver suggested the following motion instead of Member Wozniak's lengthy <br />motion. <br />Member Wozniak moved to recommend the City Council join cities and <br />counties across Minnesota declaring a climate emergency and asking the State <br />and Federal Government to help address it, provide vital resources and that <br />the City Council develop a resolution of support of that initiative. <br />Chair Wozniak thought that motion was afew steps beyond where the Commission <br />started. He asked the Commission for comments on what Mr. Culver was <br />suggesting because he thought the Commission was not going to support this <br />specific resolution yet because the Commission has not had a chance to look at or <br />discuss it. However, the Commission does support City efforts to address and <br />mitigate climate change. This is a step in that direction. He was not comfortable <br />stating the Commission is ok with the resolution because he, himself, has not read <br />the entire thing. He did want to support the City's efforts in that direction. <br />Mr. Culver suggested to simply state at this point, not making a formal <br />recommendation to the City Council at this meeting but simply stating that the <br />Commission is going to review this as a part of the Sustainability Super Meeting in <br />January. <br />Member Joyce thought this was definitely something the Commission is interested <br />in discussing. It would be nice to know what the unintended consequences is of <br />having a climate emergency for them. He wondered what Statutes this would fall <br />under. He thought that bringing it to the super meeting would be great and <br />something the Commission could work on over a number of meetings and he would <br />be comfortable with exploring and understanding this in a broader sense of what <br />the City can do and the pros and cons of this endorsement. <br />Chair Wozniak thought the Commission was back to the motion that states the <br />Commission supports City efforts to address and mitigate climate change and some <br />of the elements of this proposal are things that the Commission has worked on and <br />supported. He thought the Commission would be willing to serve as a sustainability <br />and resiliency committee. <br />Page 3 of 7 <br />
