Attachment C <br />RESOLUTION NO. ________ <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly held on __stday of January, 2022, at 6:00 <br />p.m. <br />The following members were present: Willmus, Strahan, Groff, Etten, and Roe; and the <br />following members wereabsent: None. <br />Memberintroduced the following resolution and moved itsadoption: <br />RESOLUTION TO ISSUE EMERGENCY REGULATION MANDATING FACE <br />COVERINGS IN PLACES OF PUBLIC ACCOMODATION DURING A LOCAL <br />EMERGENCY <br />WHEREAS, on January 31, 2022 the Mayor of Roseville has declared that a local emergency is in <br />effect; <br />WHEREAS, on January 31, 2022 the city council found that immediate action to respond to <br />the on-going COVID-19 pandemicis needed in order to protect the health, safety, and welfare <br />of the communityand adopted a resolution extending the local emergency to _____________; <br />WHEREAS,as of January 24, 2022, Ramsey County is experiencing COVID test positivity <br />rate of 21.5%. A positivity rate of 10% is considered high transmission; <br />WHEREAS,as of January 24, 2022, Ramsey County is experiencing 1,459 new COVID cases <br />per week per 100,000 residents, while100 or more cases per week per 100,000 residents is <br />considered high transmission; <br />WHEREAS, the CDC and the Minnesota Department of Health continue to advise that <br />the best protection against community spread of COVID-19 includes the use of face <br />coverings and social distancing, regardless of vaccination status;and, <br />WHEREAS, pursuant to the emergency powers incorporated into Minnesota StatutesChapter 12, <br />as well as governing authority contained within Minnesota Statutes Chapter 412 and City Code <br />Title 1, the City Council of the City of Roseville is authorized to enact measures to protect the <br />health, safety, and welfare of the general public within its borders. <br />BE IT RESOLVED by the City Council, pursuantto all of its lawful powers and duties and <br />obligations, that: <br />1.All individuals,while present within the City of Roseville,shall wear a face covering in <br />indoor areas accessible to the public,unless specifically exempted herein. <br /> <br />
