When asked about safety issues for the <br />high traffic Victoria St. he assured the Planning Commission <br />there would be turn arounds. Turn arounds mean more <br />impervious surface and run off through the wetland. <br />The impact of this project needs to be studied before it is <br />approved. Please delay the city council vote on this matter (Apr <br />26) until the MN Dept. of Natural Resources and Ramsey <br />Washington Metro Watershed District can study this area. <br />RWMWD will meet on May 5. <br />The potential impact of this development is alarming. There are <br />many issues to be looked at: <br />1. Wetland destruction: no matter what the developer promises, <br />future homeowners will encroach more and more on the wetland, <br />cut trees, landscape where it should be left natural and use <br />fertilizers. <br />2. Lake quality: the run off, boat wakes, destruction of trees that <br />drink up a lot of water and all of the above mentioned in wetland <br />destruction will effect the quality of Lake Owasso. This lake is a <br />precious gem in the ecosystem that connects with Central <br />park/Bennett Lake on the south and several lakes to the north. <br />The watershed experts need to be heard. <br />3. Safety: three homes with foot traffic crossing Victoria St. is one <br />issue. The other is the increased boat traffic from 8 homes in this <br />environmentally fragile area where you find many kayakers, <br />canoeists, paddle boarders and fishing boats that come for the <br />quiet and the marsh. <br />4. Wildlife habitat: this area is home to fish, turtles, frogs, nesting <br />birds, loons, mallards, wood ducks, bald eagles, grebes, <br />cormorants, cranes. I have seen migrating swans, pelicans and <br />every fall, hundreds of migrating egrets stay over at the wetlands <br />now proposed to be developed. <br />As a resident of Roseville that lives on Lake Owasso, I ask you to <br />please wait to make any decisions about this development until <br />you have more information from the RWMWD and the MN DNR. <br />I am extremely disappointed the Roseville Planning Commission <br />approved the project considering the thoughtful discussion that <br />many residents shared and the lack environmental impact study. <br />Respectfully submitted, <br />Cindy Walz <br />389 S.
