The proposed use will not be injurious to the surrounding neighborhood, will not negatively impact <br />38 traffic or property values, and will not otherwise harm the public health, safety, and general welfare. <br />39 Several shared accesses already exist on Lake Owasso and the use of residentially zoned lakeshore <br />40 land for residential lake access will not create adverse traffic impacts, harm property values, or cause <br />41 harm to the public health, safety, and general welfare. <br />42 AND WHEREAS the Roseville City Council has made the following findings regarding the <br />43 additional evaluation criteria for conditional uses in the Shoreland Management Overlay District <br />44 established in §1017.21.A (Shoreland Conditional Uses); <br />45 1. The prevention of soil erosion or other possible pollution of public waters, both during and after <br />46 construction; <br />47 All applicable erosion control requirements and property maintenance regulations in City Code and <br />48 from other pertinent agencies will be enforced as normal. <br />49 2. The visibility of structures and other facilities as viewed from public waters is limited; <br />50 No structures are proposed other than docks, boardwalks, and turf paths, but any such structures will <br />51 need to conform to the zoning requirements pertaining to Water Oriented Accessory Structures. <br />52 3. The types, uses, and numbers of watercraft that the project will generate can be safely <br />53 accommodated on the site; <br />54 Watercraft are regulated by MnDNR. <br />55 4. The impact the proposed use may have on the water quality of the water body is not excessive. <br />56 Any use of the proposed controlled access must conform to all applicable requirements of agencies <br />57 regulating water quality. <br />58 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the <br />59 proposed controlled access, based on the public record and City Council deliberation. <br />60 WHEREUPON said resolution was declared duly passed and adopted. <br />Page 2 of 2 <br />Page 4 of 4 <br /> <br />
