REQUEST FOR COUNCIL ACTION <br /> Date:February 14, 2022 <br /> Item No.: 7.c <br />Department Approval City Manager Approval <br /> <br />Item Description: Consider Awarding Bid Package 1 and 2 of the Guidant John Rose MN OVAL <br />Construction Project. <br />Page 1 of 6 <br />BACKGROUND 1 <br />The 2020 State Bonding Bill included $3,900,000 for replacement of components that have outlived 2 <br />their useful life at the Guidant John Rose Minnesota OVAL. 3 <br /> 4 <br />On June 21, 2021 the City Council authorized staff to enter into an agreement for $273,750 with B32 5 <br />Engineers, Inc. for professional engineering services to develop the project plans and specifications 6 <br />and to advertise for bids. 7 <br /> 8 <br />The project is divided into three bid packages: 9 <br />1. Bid Package 1: Refrigeration 10 <br /> Includes replacement and repair of items to the mechanical systems including replacement of 11 <br />the chiller, compressors, condenser and pumps, ammonia detection systems, electrical 12 <br />elements, brine pumps; repair of expansion tanks and repairs to the refrigerated slab. 13 <br /> 14 <br />2. Bid Package 2: Site 15 <br /> Includes site adjustments to correct drainage issues and undermining, and to replace the 16 <br />existing cracked bituminous perimeter of the OVAL with concrete. 17 <br /> 18 <br />3. Bid Package 3: Padding System 19 <br /> Includes the replacement of the padding system that surrounds the speedskating track with a 20 <br />system that complies with today’s safety standards. Due to the uniqueness of this product, and 21 <br />limited number of vendors available, a Best Value procurement process will be undertaken for 22 <br />this package. 23 <br /> 24 <br />Proposals for packages 1 and 2 were solicited using the “sealed bid” (low bid) methodology. Due to 25 <br />the specialized nature of the padding required for the OVAL, and limited number of vendors available, 26 <br />it is expected that package 3 will be advertised for proposals using the Best Value procurement 27 <br />methodology in the near future. 28 <br /> 29 <br />Working with the $3,900,000 budget, the engineer’s cost estimates of each element of the project, at 30 <br />the time of advertisement, is listed below: 31 <br /> 32 <br /> 33
