REQUEST FOR COUNCIL ACTION Date: February 14, 2022 Item No.: 10.h Department Approval City Manager Approval Item Description: Authorize Mayor and City Manager to Execute a Professional Services Agreement with the Saint Paul Area Chamber of Commerce and a Cooperative Funding Agreement with the Cities of Maplewood and St. Paul regarding continued funding of the Rice & Larpenteur Alliance Page 1 of 2 BACKGROUND 1 Dating to the summer of 2016, the City has been actively engaging with the cities of Maplewood and 2 St. Paul, along with Ramsey County, regarding revitalizing and re-envisioning the Rice Street and 3 Larpenteur Avenue corridor. Since then, the cities and County commissioned a Rice and Larpenteur 4 Area Visioning Plan, which was accepted in 2018. To begin implementation of that plan, the cities 5 and County sought Requests for Proposals in early 2019, ultimately selecting the Saint Paul Area 6 Chamber of Commerce (SPACC) to provide consulting services surrounding implementation of the 7 Vision Plan through creation of the Rice & Larpenteur Alliance. 8 The Rice & Larpenteur Alliance fiscal year runs from April to March. The Professional Services 9 Agreement (Attachment A) provides funding to SPACC for professional services to run the Rice & 10 Larpenteur Alliance. Since Roseville serves as the fiscal agent to the Alliance, the Cooperative 11 Funding Agreement (Attachment B) is with the cities of St. Paul and Maplewood, who provide their 12 Alliance funding to the City of Roseville, who uses it, coupled with City funds, to pay for SPACC’s 13 professional services. 14 Prior City Council authorizations of these agreements include: 15 • February 8, 2021: City Council authorized agreements for funding the Alliance for a third year 16 (April 2021 thru March 2022). 17 • March 9, 2020: City Council authorized agreements for funding the Alliance for a second year 18 (April 2020 thru March 2021). 19 • April 22, 2019: City Council authorized agreements for funding the Alliance for its first year 20 (April 2019 thru March 2020). 21 Moving into the fourth year, the Alliance will continue on with its current structural model whereby 22 SPACC provides professional services to the Alliance. As such, City staff seeks authorization to enter 23 into the necessary contracts to fund the fourth year. Exhibit A to the Professional Services Agreement 24 consists of a Work Plan. The final Work Plan will be prepared during the Alliance’s annual meeting, 25 which is scheduled for February 23rd. Once finalized, staff will insert into the agreement. 26
