REQUEST FOR COUNCIL ACTION <br /> Date: February 14, 2022 <br /> Item No.: 7.a <br />Department Approval City Manager Approval <br /> <br />Item Description: Receive 2022 AmeriCorps Housing Resource Navigator Presentation <br />Page 1 of 2 <br />BACKGROUND 1 <br />In 2021, the Roseville Police Department applied and was selected as a host site for a housing resource 2 <br />navigator through AmeriCorps. On July 26, 2021, Council authorized the Roseville Police Department 3 <br />(RPD) to host a Heading Home Corps Housing Resource Navigator. With input from RPD, Cari 4 <br />McCollor was selected and has been working in the position since September 2021. The housing resource 5 <br />navigator is based out of the Roseville Police Department and works alongside our Community Action 6 <br />Team; a specialized unit with the Roseville Police Department designed to create and utilize partnerships 7 <br />and collaborations with a variety of human service providers, non-profits, advocate agencies, and other 8 <br />community organizations in order to creatively solve problems that cannot be solved through policing. 9 <br /> 10 <br />The Housing Resource Navigator supports individuals and families experiencing homelessness - 11 <br />navigating resources to secure safe and stable housing. The navigator establishes a relationship with each 12 <br />individual on her caseload and works with that individual to assess their unique needs, set goals, and sit 13 <br />side-by-side to help navigate resources to overcome barriers and ultimately achieve their goals. The 14 <br />position has been instrumental in helping members of the community navigate resources and overcome 15 <br />systematic inequities related to safe and stable housing furthering the Roseville Police Department’s 16 <br />mission to provide public safety services for the City of Roseville. 17 <br /> 18 <br />The Roseville Police Department and Housing Navigator Cari McCollor will provide the City Council a 19 <br />brief update on the Heading Home Corps Housing Resource Navigator partnership. 20 <br />POLICY OBJECTIVE 21 <br />Not applicable 22 <br />BUDGET IMPLICATIONS 23 <br />When the Council initially authorized the partnership with AmeriCorps, there was a $10,000 site fee 24 <br />authorized to be funded out of the police department’s existing budget. Through one-time funding 25 <br />secured through the American Rescue Plan, the fee was waived for the 2021-2022 program year. The 26 <br />police department is currently looking at other funding options to continue the partnership once the 2021-27 <br />2022 service year concludes (July, 2022). 28 <br />STAFF RECOMENDATION 29 <br />Not applicable 30 <br />REQUESTED COUNCIL ACTION 31 <br />The Roseville Police Department requests the City Council receive the report and presentation.
