RS275\1\731601.v1 1 Attachment A 2 EXTRACT OF MINUTES OF MEETING OF THE 3 CITY COUNCIL OF THE CITY OF ROSEVILLE 4 5 * * * * * * * * * * * * * * * * * 6 7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City 8 of Roseville, County of Ramsey, Minnesota was duly held on the 14th day of February, 9 2022, at 6:00 p.m. 10 11 The following members were present: 12 13 and the following were absent: . 14 15 Member introduced the following resolution and moved its adoption: 16 17 RESOLUTION No. __ 18 19 RESOLUTION TO ELECT THE STANDARD ALLOWANCE AVAILABLE 20 UNDER THE REVENUE LOSS PROVISION OF THE CORONAVIRUS LOCAL 21 FISCAL RECOVERY FUND ESTABLISHED UNDER THE AMERICAN 22 RESCUE PLAN ACT 23 24 WHEREAS, Congress adopted the American Rescue Plan Act in March 2021 (“ARPA”) 25 which included $65 billion in recovery funds for cities across the country. 26 27 WHEREAS, ARPA funds are intended to provide support to state, local, and tribal 28 governments in responding to the impact of COVID-19 and in their efforts to contain 29 COVID-19 in their communities, residents, and businesses. 30 31 WHEREAS, The Fiscal Recovery Funds provides for $19.53 billion in payments to be 32 made to States and territories which will distribute the funds to non-entitlement units of 33 local government (NEUs). 34 35 WHEREAS, The ARPA requires that States and territories allocate funding to NEUs in 36 an amount that bears the same proportion as the population of the NEU bears to the total 37 population of all NEUs in the State or territory. 38 39 WHEREAS, $3,984,102.54 has been allocated to the City of Roseville (“City”) pursuant 40 to the ARPA. 41 42 WHEREAS, The Coronavirus State and Local Fiscal Recovery Funds ensures that 43 governments have the resources needed to fight the pandemic and support families and 44 businesses struggling with its public health and economic impacts, maintain vital public 45
