RS275\1\731601.v1 <br /> 1 <br />Attachment A 2 <br />EXTRACT OF MINUTES OF MEETING OF THE 3 <br />CITY COUNCIL OF THE CITY OF ROSEVILLE 4 <br /> 5 <br />* * * * * * * * * * * * * * * * * 6 <br /> 7 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City 8 <br />of Roseville, County of Ramsey, Minnesota was duly held on the 14th day of February, 9 <br />2022, at 6:00 p.m. 10 <br /> 11 <br />The following members were present: 12 <br /> 13 <br /> and the following were absent: . 14 <br /> 15 <br />Member introduced the following resolution and moved its adoption: 16 <br /> 17 <br />RESOLUTION No. __ 18 <br /> 19 <br />RESOLUTION TO ELECT THE STANDARD ALLOWANCE AVAILABLE 20 <br />UNDER THE REVENUE LOSS PROVISION OF THE CORONAVIRUS LOCAL 21 <br />FISCAL RECOVERY FUND ESTABLISHED UNDER THE AMERICAN 22 <br />RESCUE PLAN ACT 23 <br /> 24 <br />WHEREAS, Congress adopted the American Rescue Plan Act in March 2021 (“ARPA”) 25 <br />which included $65 billion in recovery funds for cities across the country. 26 <br /> 27 <br />WHEREAS, ARPA funds are intended to provide support to state, local, and tribal 28 <br />governments in responding to the impact of COVID-19 and in their efforts to contain 29 <br />COVID-19 in their communities, residents, and businesses. 30 <br /> 31 <br />WHEREAS, The Fiscal Recovery Funds provides for $19.53 billion in payments to be 32 <br />made to States and territories which will distribute the funds to non-entitlement units of 33 <br />local government (NEUs). 34 <br /> 35 <br />WHEREAS, The ARPA requires that States and territories allocate funding to NEUs in 36 <br />an amount that bears the same proportion as the population of the NEU bears to the total 37 <br />population of all NEUs in the State or territory. 38 <br /> 39 <br />WHEREAS, $3,984,102.54 has been allocated to the City of Roseville (“City”) pursuant 40 <br />to the ARPA. 41 <br /> 42 <br />WHEREAS, The Coronavirus State and Local Fiscal Recovery Funds ensures that 43 <br />governments have the resources needed to fight the pandemic and support families and 44 <br />businesses struggling with its public health and economic impacts, maintain vital public 45
