REQUEST FOR COUNCIL ACTION <br /> Date: February 14, 2022 <br /> Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Discuss Scope and Timeline of a Community-wide Visioning Process <br />Page 1 of 4 <br />BACKGROUND 1 <br />In April, 2021 City Manager Trudgeon brought forward a discussion regarding the city’s Policy 2 <br />Priority Plan (PPP). At that time, council preliminarily discussed holding a community-wide 3 <br />visioning process. (Minutes attached) Subsequently, in June, 2021, a further discussion regarding the 4 <br />PPP document was presented to council that listed an additional initiative to conduct a community-5 <br />wide visioning process. The first step in this process was to define the parameters or scope of the 6 <br />visioning. Initially, the proposed timeline provided for a discussion regarding the scope of the 7 <br />visioning to take place in late 2021. Staff is bringing forward the issue for discussion at this time. 8 <br /> 9 <br />The last visioning process for the city took place in 2006-2007. At that time the City Council hired a 10 <br />visioning consultant and appointed a community-based Steering Committee to provide guidance on 11 <br />the process. The visioning process lasted approximately 11 months from kick off to final adoption of 12 <br />a comprehensive report. The process was community-based and included: 13 <br /> 10 brainstorming sessions with the general public 14 <br /> 12 subcommittee Listening Sessions 15 <br /> Regular Council updates 16 <br /> Open house to review final recommendations. 17 <br /> 18 <br />The culmination was a final report titled Imagine Roseville 2025 issued in January 2007. This report 19 <br />detailed Goals as well as strategies to achieve those goals. Although not outlined in this report, the 20 <br />current Roseville Community Aspirations closely mirror many of the goals included in the Imagine 21 <br />Roseville 2025 final report. The Community Aspirations are: 22 <br /> 23 <br />Community Aspirations 24 <br />As a community, we aspire to be: 25 <br /> 26 <br />• Welcoming, inclusive, and respectful 27 <br />• Safe and law-abiding 28 <br />• Economically prosperous, with a stable and broad tax base 29 <br />• Secure in our diverse and quality housing and neighborhoods 30 <br />• Environmentally responsible, with well-maintained natural assets 31 <br />• Physically and mentally active and healthy 32 <br />• Well-connected through transportation and technology infrastructure 33 <br />• Engaged in our community’s success as citizens, neighbors, volunteers, leaders, and 34 <br />businesspeople 35 <br /> 36
