Regular City Council Meeting <br />Monday, April 26, 2021 <br />Page4 <br />Councilmember Strahan thought it was also important to note that the Council tasks <br />the Finance Commission with attending to the Diversity, Equity and Inclusion fac <br />tors the City is working on as a whole City. Especially as fees structures are con <br />sidered in relation to the parks and participation fees and such that the full equity <br />and inclusion aspect is considered. <br />Chair Davies thanked the City Council for the feedback. <br />Mayor Roe thanked the Commission for coming to the meeting and making the <br />presentations. <br />b.Consider Approval of a Joint Powers Agreement with Hennepin County for <br />Energy Benchmarking Services <br />Environmental Manager Ryan Johnson briefly highlighted this item as detailed in <br />the Request for Council Action and related attachments dated April 26, 2021. <br />Mr. Will Ristow, Green Corps, presented the joint powers agreement with Henne <br />pin County for Energy Benchmarking services. <br />Mayor Roe indicated the City appreciated all of Mr. Ristow's hard work and en <br />thusiasm. <br />Councilmember Groff indicated when talking about doing the comparisons, Mr. <br />Ristow indicated it was comparing similar buildings and he wondered if it also <br />compares businesses in those buildings because that could affect energy usage quite <br />a bit. <br />Mr. Ristow explained it usually compares on square footage size. If the business <br />were to be in a strip mall, it would be one business' square footage that would be <br />compared and not for the whole square footage of the strip mall. <br />Councilmember Strahan asked if the twenty buildings they are looking to come <br />onto this project are all in Roseville, can they be non-profits or churches or other <br />organizations, and are they specifically the owners or long-term tenants. <br />Mr. Ristow indicated it is open to all non-profit and for-profit businesses or organ <br />izations willing to sign up and share their data for the report. <br />Councilmember Etten thought the presentation was done well. He asked in regard <br />to working with management companies for the strip malls, how that works out. <br />Mr. Ristow indicated ideally, they would have to go from business to business. He <br />explained if one owner owns the entire strip mall, then it would be the owner's <br />consent to do that.
