REQUEST FOR COUNCIL ACTION <br />Date: February 28, 2022 <br /> Item No.: 10.c <br />Department Approval City Manager Approval <br />Item Description: Accept 2022 Pathways to Policing Grant Funding <br />1 B ACKGROUND <br />th <br />2 On October 11, Council approved applying for 2022 Pathways to Policing grant funding. On <br />th <br />3 December 13, the Minnesota Department of Public Safety notified RPD funding has been awarded <br />4 in the amount of $20k. Two eligible CSOs will receive up to $10k in reimbursement to help cover <br />5 the costs associated with the board-certified Minnesota Professional Peace Officer Education <br />6 program of their choice. A condition of the grant is candidates must pass their state mandated <br />7 licensing exam by June 30, 2023. To be eligible for participation in the 2022 Pathways to Policing <br />8 program, Roseville CSOs will submit plans from their colleges confirming they are on track to meet <br />9 this deadline. <br />10 The State of Minnesota Grant Contract (Attachment A) has been reviewed and approved by the City <br />11 Attorney. <br />12 P OLICY O BJECTIVE <br />13 Allow the Roseville Police Department to enter into a grant contract agreement with the MN <br />14 Department of Public Safety, commencing Pathways to Policing grant activities, thereby advancing <br />15 the City’s commitment to the Government Alliance on Racial Equity (GARE) and the Department’s <br />16 mission to recruit nontraditional police officer candidates in an effort to better reflect the community <br />17 served. <br />18 B UDGET I MPLICATIONS <br />19 The Police Department will cover grant related expenses using forfeiture funds along with any <br />20 available personnel budgets or from other sources. Each eligible CSO (up to two) can seek <br />21 reimbursement funds (up to $10k) for school related expenses incurred over the grant period. The <br />22 Department intends to follow current Roseville City policy on tuition reimbursement. Upon <br />23 completion of the grant contract, reimbursement for all eligible grant activities will be requested. <br />24 Once received, the grant funds will reimburse internalaccounts and other sources. There is minimal <br />25 financial obligation or risk to the City of Roseville. <br />26 S TAFF R ECOMMENDATION <br />27 Approval was granted October 11, 2021 to apply for the Minnesota Department of Public Safety <br />28 2022Pathways to Policing grant (Attachment B).
