Attachment E <br />I NTEROFFICE M EMORANDUM <br />Date:January 25, 2022 <br />T <br />o:Thomas Paschke, City Planner <br />From:Jesse Freihammer, Roseville Public Works <br />th <br />RE Addition <br />:Twin Lakes 4 <br />The Public Works Department reviewed the proposed plans for the project noted above and offer <br />the following comments with regard to the project’s impact on City services and/or <br />infrastructure: <br />1.Site Plan <br />o A traffic study was completed by the developer’sconsultant and reviewed by the City’s <br />consultant. The three proposed drive-throughs should have sufficient space for queuing <br />the majority of the time. <br />o Sidewalk improvements on both sides of the east-west private road are <br />recommended. <br />o Per the previous public improvement contract for this site there is the following condition. <br />The Private Road generally in the location shown on the Private Road Site <br />Plan attached as Exhibit C may become a public street as further provided <br />in this provision if the parcel to the east, located at 1601 County Road C, is <br />redeveloped, the building on said parcel is demolished, and the owner of <br />said parcel is willing to establish a right-of-way connection to the Private <br />Road. In the event that the foregoing conditions are met, theDeveloper, <br />or its successors and assigns, will grant to the City a roadway easement <br />over the Private Road.The Developer acknowledges that the City could <br />require the Developer to dedicate the Private Road as a public street <br />now.In lieu of requiring thePrivate Road dedication now, and in <br />consideration for the approvals granted to the Developer concerning the <br />project, no future consideration shall be required from the City for the <br />easement over the Private Road.Upon acceptance by the City of an <br />easement over the Private Road, the Private Road will become a public <br />street and the City shall be responsible for all maintenance and repair of <br />the same. <br />o Based on this provision, staff recommends this area be included in an outlot or easement. <br />This will make it easier to transfer to the City in the future if needed and will help prevent <br />site improvements from being constructed over this area by individual lot owners. <br />2.Utilities <br />o Water <br /> <br />
