Attachment E I NTEROFFICE M EMORANDUM Date:January 25, 2022 T o:Thomas Paschke, City Planner From:Jesse Freihammer, Roseville Public Works th RE Addition :Twin Lakes 4 The Public Works Department reviewed the proposed plans for the project noted above and offer the following comments with regard to the project’s impact on City services and/or infrastructure: 1.Site Plan o A traffic study was completed by the developer’sconsultant and reviewed by the City’s consultant. The three proposed drive-throughs should have sufficient space for queuing the majority of the time. o Sidewalk improvements on both sides of the east-west private road are recommended. o Per the previous public improvement contract for this site there is the following condition. The Private Road generally in the location shown on the Private Road Site Plan attached as Exhibit C may become a public street as further provided in this provision if the parcel to the east, located at 1601 County Road C, is redeveloped, the building on said parcel is demolished, and the owner of said parcel is willing to establish a right-of-way connection to the Private Road. In the event that the foregoing conditions are met, theDeveloper, or its successors and assigns, will grant to the City a roadway easement over the Private Road.The Developer acknowledges that the City could require the Developer to dedicate the Private Road as a public street now.In lieu of requiring thePrivate Road dedication now, and in consideration for the approvals granted to the Developer concerning the project, no future consideration shall be required from the City for the easement over the Private Road.Upon acceptance by the City of an easement over the Private Road, the Private Road will become a public street and the City shall be responsible for all maintenance and repair of the same. o Based on this provision, staff recommends this area be included in an outlot or easement. This will make it easier to transfer to the City in the future if needed and will help prevent site improvements from being constructed over this area by individual lot owners. 2.Utilities o Water
