REQUEST FOR CITY COUNCIL ACTION <br />Agenda Date: February 28, 2022 <br />Agenda Item: 10.f <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution approving a drive-through as a Conditional Use for <br />Bank of America, 1761 County Road C(PF21-020) <br />1 B ACKGROUND <br />2 Nelson Architecture and Interiors in cooperation with Roseville Investment Partners, LLC <br />3 (Launch Properties), owners of the Twin Lakes Station development, have been working with <br />4 representatives of Bank of America on a stand-alone bank with drive-through on the western <br />5 portion of the subject property. The financial institution is a permitted use in the MU-2B <br />6 zoning district, but a drive-through requires an approved conditional use that complies with <br />7 City Code requirements, including §1009.02.C and §1009.02.D.12. <br />8 P LANNING C OMMISSION A CTION <br />9 On February 2, 2022, the Roseville Planning Commission held the duly noticed public hearing <br />10 on the request by Nelson Architecture and Interiors for a Conditional Use for the proposed <br />11 Bank of America drive-through at 1761 County Road C(RPCA Attachment A). <br />12 At the hearing, no individuals were present to address the Commission either in person or <br />13 virtually, and no Commissioners had comments or questions of staff (Attachment B – PC <br />14 Minutes). <br />15 The Planning Commission voted 7-0 to recommend the following to the City Council: <br />16 Approval of a drive-through as C ONDITIONAL USE for Bank of America, based on the submitted <br />17 site and development plans, subject to the following conditions: <br />18 a. The site, building, landscaping, and drive-through lane shall be constructed substantially <br />19 consistent with the plans submitted November 22, 2021, and provided as a component of <br />20 the report packet, unless otherwise revised to comply with Zoning Code standards. <br />21 S UGGESTED C ITY C OUNCIL A CTION <br />22 Adopt a Resolution (Attachment C) approving a drive-through as C ONDITIONAL USE for bank <br />23 of America, 1761 County Road C, based on the submitted site and development plans, subject <br />24 to the following condition: <br />25 a.
