Attachment C <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br />2 County of Ramsey, Minnesota, was held on the 28th day of February, 2022,at 6:00p.m. <br />3 <br />4 The following Council Members were present: _________; <br />5 and _____were absent. <br />6 Council Member _____ introduced the following resolution and moved its adoption: <br />7 RESOLUTION NO. ___ <br />8 A RESOLUTION APPROVING ADRIVE-THROUGH AS A CONDITIONAL USE FOR <br />9 ROSEVILLE INVESTMENTPARTNERS, LLC AND BANK OF AMERICA AT 1761 COUNTY <br />10 ROAD C (PF21-020). <br />11 WHEREAS, a drive-through is an accessory use in the Community Mixed-Use (MU-2B) district <br />12 and requires an approved Conditional Use (CU); and <br />13 WHEREAS, City Code §1009.02.C establishes general CU criteria that is required to be met by a <br />14 CU proposal; and <br />15 WHEREAS, City Code §1009.02.D.12 establishes additional standards and criteria that are <br />16 specific to drive-through facilities; and <br />17 WHEREAS, the Roseville Planning Commission held the public hearing regarding the proposed <br />18 drive-through CU on February 2, 2022,voting 7-0to recommend approval of thedrive-through for Bank <br />19 of America; and <br />20 WHEREAS, the property at1761 County Road C is legally describedas: <br />21 <br />th <br />22 Lot1, Block 1, Twin Lakes 4 Addition <br />23 WHEREAS, the City Council has determined that approval of the proposed drive-through CU <br />24 1761 County Road C pursuant to 1009.02.C and 1009.02.D.12of the City Codewill not result in <br />25 adverse impacts to the surrounding properties based on the following findings: <br />26 G ENERAL C ONDITIONAL U SE C RITERIA §1009.02.C: <br />27 a. The proposed use is not in conflict with the Comprehensive Plan. While a drive-through facility <br />28 doesn’t appreciably advance the goals of the Comprehensive Plan aside from facilitating continued <br />29 investment in a property, the City Council concludes a drive-through does not conflict with the <br />30 Comprehensive Plan either. More specifically, the General and Commercial Area Goals and <br />31 Policies sections of the Comprehensive Plan include a number of policies related to reinvestment, <br />32 redevelopment, quality development, and scale. The proposed drive-through is one component of a <br />33 larger investment at the Twin Lakes Station redevelopment area, which would align with the related <br />34 goals and polices of the Comprehensive Plan. <br />35 b. The proposed use is not in conflict with a Regulating Map or other adopted plan. The subject <br />36 property is located within the Twin Lakes Redevelopment Area, an area which is required to comply <br />37 with specific building placement and site design standards under the MU-2B zoning District and the <br />38 applicable Regulating Plan. In the case of this proposed development, the development standards <br />39 are guided by the Flexible Frontage (1005.07.E.2) and/or the Design Standards listed in §1005.02.A. <br />40 Specific to Flexible Frontage and building placement, it is preferred (but not required) that a building <br />Page 1 of 4 <br /> <br />
