Attachment C <br /> <br />82 b.Points of vehicular ingress and egress shall be located at least 60 feet from the street right-of-way <br />83 lines of the nearest intersection. The nearest access to the Twin Lakes Station development and the <br />84 Bank of America site is the westerly right-in access, which lies approximately 220 feet away from <br />85 the nearest intersection, complying with this criteria. Twin Lakes Station’s main signalized <br />86 intersection lies more than 640 feet away from the access into the Bank of America site. <br />87 c. The applicant shall submit a circulation plan that demonstrates that the use will not interfere with or <br />88 reduce the safety of pedestrian and bicyclist movements. Site design shall accommodate a logical <br />89 and safe vehicle and pedestrian circulation pattern. Queuing lane space shall be provided, sufficient <br />90 to accommodate demand, without interfering with primary driving, entrance, exit, pedestrian <br />91 walkways, or parking facilities on site. The circulation plan shall be made a condition of approval <br />92 and shall survive any and all users of the drive-through and may need to be amended from time to <br />93 time to ensure continued compliance with this condition. Said amendments to the circulation plan <br />94 will require an amendment to the conditional use. The vehicular circulation plan provided as an <br />95 attachment to the Request for Planning Commission Action incorporates all of the commercial <br />96 development site and includes the existing walkways adjacent to The Oasis and The Harbor multi- <br />97 family residential developments. Specific to the Bank of America site, a sidewalk will be extended <br />98 from the pathway along the north side of County Road C to the proposed bank building entrance on <br />99 the north, which sidewalk travels around the west side of the building adjacent to the access road. <br />100 Eventually, a sidewalk will connect to the adjacent lot in the corner of the site and its building, <br />101 which sidewalk will connect to the path adjacent to County Road C and the path along private road. <br />102 Thus, proposed vehicle and pedestrian circulation is appropriate given the demands of the site. <br />103 d. Speaker box sounds from the drive-through lane shall not be loud enough to constitute a nuisance on <br />104 an abutting residentially zoned property or property in residential use. Notwithstanding this <br />105 requirement, such speaker boxes shall not be located less than 100 feet from an existing residentially <br />106 zoned property or property in residential use. The proposed drive-through teller canopy area lies <br />107 approximately 280 feet from The Oasis apartment building located to the north. Although there will <br />108 be speakers and microphones for communicating with a teller, said sound from the speakers and <br />109 customers should not be loud enough to create a nuisance for the residents of The Oasis given the <br />110 280 feet of distance and traffic noise from County Road C. The City Council deems this <br />111 requirement to be satisfied. <br />112 e. Drive-through canopies and other structures, where present, shall be constructed from the same <br />113 materials as the primary building and with a similar level of architectural quality and detailing. <br />114 The proposed canopy is attached to the building and deemed an integral component of the building. <br />115 Its design incorporates the same architectural quality and detailing as the Bank of America structure, <br />116 utilizing a metal wrap of the canopy posts. The City Council deemsthis requirement to be satisfied. <br />117 f. A 10-foot buffer area with screen planting and/or an opaque wall or fence between 6 and 8 feet in <br />118 height shall be required between the drive-through lane and any property line adjoining a public <br />119 street or residentially zoned property or property in residential use and approved by the Community <br />120 Development Department (Ord. 1443, 6-17-2013). The City Council concludes this drive-through <br />121 lane does lie adjacent to a public street and will require an opaque screen fence a minimum 6 feet in <br />122 height. The proposed plan submitted includes two sections of screen fencing, one at each of the <br />123 curves of the drive-lane adjacent to County Road C. Landscaping is proposed to augment this <br />124 screening. <br />125 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council to APPROVEthe <br />126 requestedConditional Use for a drive-through for Bank of America at 1761 County Road C, based on <br />127 the submitted site and development plans, subject to the following conditions: <br />Page 3 of 4 <br /> <br />
