REQUEST FOR COUNCIL ACTION <br />Date:February28, 2022 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Authorize Accelerated Emerald Ash Borer (EAB)Program <br />1 B ACKGROUND <br />2 Emerald Ash Borer (EAB) is an invasive pestthat attacks ash trees. Once an ash tree is infested with <br />3 EAB, it will die unless it is treated on an ongoing basis. Since EAB was found in Roseville, the City <br />4 has treated select significant ash trees, removed hazardous ash trees and attempted to replace <br />5 removed ash trees as there were available resources. <br />6 Due to the expected rapid increase in ash mortality an Accelerated Emerald Ash Borer Program was <br />7 developed and proposed in 2019. This program called for the removal and replacement of all of the <br />8 City’s public ash trees over a four year period. The anticipated budget for the program at that time <br />9 was $1,300,000. <br />10 The program was reviewed several times by the Parks and Recreation Commissionand presented to <br />11 the Public Works, Environment and Transportation Commissionand Finance Commission for <br />12 feedback. <br />13 As predicted, EAB has significantly increased throughout Roseville in recent years. It is now more <br />14 important than ever that a thorough and planned approach be considered to address this important <br />15 issuefacing the City. <br />16 In July 2021, the City Council reviewed and authorized staff to issue a Request For Proposal (RFP) <br />17 for a potential vendor to implement the program beginning in 2022. <br />18 The RFP utilized a Best Value procurement process to allow vendors to utilize their expertise in <br />19 proposing a high quality, well thought out program for Roseville. <br />20 Two proposals were received. <br />21 An evaluation team that included Parks and Recreation staff, Public Works staff and a Parks and <br />22 Recreation Commission member was formed to review and score the proposals using the <br />23 methodology outlinedin the RFP. <br />24 Scoring consisted of three steps: <br />25 1. Blind scoring of the written submittal in each of the required categories. All identifying <br />26 information and pricing was redacted from each proposal prior to review. <br />Page 1 of 5 <br /> <br />
