All property owners shall either dedicate on the Plat or otherwise convey all roadway, utility, <br />7 drainage, and other easements required by the City. <br />8 <br />9 2. The access points to enter and exit the Property shall be at locations approved by the City and any <br />10 other governmental entity having jurisdiction over adjacent roadways. <br />11 <br />12 3. The Developer shall install subdivision monuments as reasonably required by the Roseville Public <br />13 Works Department and Ramsey County Surveyor. <br />14 <br />15 4. The Developer shall provide the City proof that the Developer/Owner is the fee simple owner of all <br />16 of the Property included in the Plat and that there are no liens, encumbrances or other parties having <br />17 an interest in the Property at the time the Plat and the Public Improvement Contract are recorded, or <br />18 make other arrangements which are reasonably satisfactory to the City to assure that title to the <br />19 Property following the recording of the Plat and the Public Improvement Contract shall be <br />20 acceptable to the City. <br />21 <br />22 5. The Developer shall pay all unpaid City subdivision review and other fees prior to the City releasing <br />23 the Plat for recording. <br />24 <br />25 6. No building permits shall be issued for any use of the Property which is not a permitted use. <br />26 <br />27 7. The Developer or Builder shall form a HomeownerÓs Association(s) which will, among other things, <br />28 be responsible for the maintenance and repair of various amenities on the Property. The <br />29 HomeownerÓs Association documents shall be subject to the approval by the City Attorney and <br />30 Staff.
