The existing lot, Outlot A,was created through theMinor 4 Plat process as a component of the Dominium residential development of The Oasis and The Harbor 5 apartments. On March 21, 2022, the City Council reviewed thePreliminary Plat, along with the th 6 public record,and adopted Resolution No. 11897(Attachment A) approving the Twin Lakes 4 7 AdditionPreliminary Plat, subject tothe following conditions: 8 1.The provision of an access easement agreement to be reviewed and approved with the final plat, 9 as provided and depicted on Attachment D. 10 2.A 10-foot wide utility and drainage easement shall be dedicated along the east, west, and south 11 sides of the proposed plat. 12 3.In accordance with the recommendation of the Parks and Recreation Commission, the applicant 13 shall dedicate cash in lieu of park land in the amount of $431,120, to be paid prior to filing the 14 plat at Ramsey County. 15 Since the Preliminary Plat approval, the applicant has been working with Ramsey County and Public 16 Works/Engineering staff to ensure the Final Plat appropriately addresses all three conditions. 17 Attachement B includes theproposed Final Plat, sufficiently meetingall of the required conditions 18 of the preliminary plat approval. 19 OLICY O BJECTIVE P 20 Ensure lands lying within the incorporated limits of the City respect the regulations set forth in the 21 Subdivision Ordinance. 22 B UDGET I MPLICATIONS 23 The Final Plat will generate park land dedication in the amount of $431,120. 24 25 S TAFF R ECOMMENDATION th 26 A.Adopt a Resolution approving the Final Plat of Twin Lakes 4Addition, based on the content of 27 this RCA, public input, City Councildeliberation,and subject to the following condition: 28 In accordance with the recommendation of the Parks and Recreation Commission, the 29 applicant shall dedicate cash in lieu of park land in the amount of $431,120, to be paid prior 30 to filing the plat at Ramsey County. 31 B.By motion, approve the Twin Lakes Station access easement agreement as provided and depicted 32 in Attachment C.
