REQUEST FOR COUNCIL ACTION <br />Date:April 11, 2022 <br />Item No.: 10.g <br />Department ApprovalCity Manager Approval <br />Item Description:Adopt aResolution approving the Final Plat and Access Easement Agreement <br />th <br />for Twin Lakes 4Addition(PF21-020) <br />1 B ACKGROUND <br />thrd <br />2 The Twin Lakes 4Additionplat subdividesan existing Outlot A, Twin Lakes 3Addition into five <br />3 lots to facilitate commercial development. The existing lot, Outlot A,was created through theMinor <br />4 Plat process as a component of the Dominium residential development of The Oasis and The Harbor <br />5 apartments. On March 21, 2022, the City Council reviewed thePreliminary Plat, along with the <br />th <br />6 public record,and adopted Resolution No. 11897(Attachment A) approving the Twin Lakes 4 <br />7 AdditionPreliminary Plat, subject tothe following conditions: <br />8 1.The provision of an access easement agreement to be reviewed and approved with the final plat, <br />9 as provided and depicted on Attachment D. <br />10 2.A 10-foot wide utility and drainage easement shall be dedicated along the east, west, and south <br />11 sides of the proposed plat. <br />12 3.In accordance with the recommendation of the Parks and Recreation Commission, the applicant <br />13 shall dedicate cash in lieu of park land in the amount of $431,120, to be paid prior to filing the <br />14 plat at Ramsey County. <br />15 Since the Preliminary Plat approval, the applicant has been working with Ramsey County and Public <br />16 Works/Engineering staff to ensure the Final Plat appropriately addresses all three conditions. <br />17 Attachement B includes theproposed Final Plat, sufficiently meetingall of the required conditions <br />18 of the preliminary plat approval. <br />19 OLICY O BJECTIVE <br />P <br />20 Ensure lands lying within the incorporated limits of the City respect the regulations set forth in the <br />21 Subdivision Ordinance. <br />22 B UDGET I MPLICATIONS <br />23 The Final Plat will generate park land dedication in the amount of $431,120. <br />24 <br />25 S TAFF R ECOMMENDATION <br />th <br />26 A.Adopt a Resolution approving the Final Plat of Twin Lakes 4Addition, based on the content of <br />27 this RCA, public input, City Councildeliberation,and subject to the following condition: <br />28 In accordance with the recommendation of the Parks and Recreation Commission, the <br />29 applicant shall dedicate cash in lieu of park land in the amount of $431,120, to be paid prior <br />30 to filing the plat at Ramsey County. <br />31 B.By motion, approve the Twin Lakes Station access easement agreement as provided and depicted <br />32 in Attachment C. <br />PF21-020_TL_FinalPlat_RCA_041122 <br />Page 1of 2 <br /> <br />
