38 A final consideration when drawing precinct boundaries is to limit any non-continguous precinct <br />39 boundaries. Non-continguous precincts can make the redistricting of county commission districts <br />40 more difficult for a variety of reasons, as well as be more difficult to manage and navigate for voters. <br />41 The newly drawn legislative and congressional districts were released on February 15. Under the <br />th <br />42 new plan, Roseville remains entirely in the 4 congressional district, but there were changes to both <br />43 the Senate and House district boundaries. Roseville is still represented by 2 Senate districts. Those <br />44 new districts are Senate district 66 (House district 66A) and Senate district 40 (House district 40B) <br />45 (previously Senate district 42). Under this new plan, Roseville will still have 2 Minnesota senators <br />46 and 2 Minnesota representatives. <br />47 <br />48 In determining precints, staff used the following criteria: <br />49 Closely adhere to existing precinct lines, where possible <br />50 Follow geographical divisions, where possible (census block, recognizable physical features, <br />51 highways, rivers, etc.) <br />52 Lines correspond with school district, legislative and congressional districts <br />53 Distribute registered voter population as appropriately and evenly as possible <br />54 Maintain accesibility to potential polling locations to the best of our ability <br />55 Being aware of future population growth areas <br />56 <br />57 With these considerations in mind, staff has provided a recommendation on precinct boundaries. The <br />58 city currently has 10 precincts. Staff is recommending that with redistricting, the number of precincts <br />59 increase to 11. This will allow for manageable precincts on election day, accounting for the absentee <br />60 ballot variable. When increasing precincts, the city will be responsible for the cost of any additional <br />61 election equipment for the new precinct. The estimated cost to add a precinct according to Ramsey <br />62 County is roughly $10,000 which would be paid for through the capital budget. <br />63 <br />64 The attached map provides a visual represenation of the proposed precinct boundaries. Precinct 1 <br />65 and 2 are located in the Mounds View school district while the remainder of precincts are part of the <br />66 Roseville school disctrict. <br />67 <br />68 Additionally, precincts 1 – 7, and 11 are located in Senate District 40 (House District 40A), while <br />69 precincts 8-10 are within the boundaries of Senate District 66 (House District 66A). <br />70 <br />71 Ramsey County, as our election administrator, will be responsible for notifying affected households <br />72 of the change, and publishing precinct boundaries. <br />73 <br />74 Staff will be bringing forward an additional item for approval designating polling locations after <br />75 providing Ramsey County with the precinct boundaries. <br />76 P OLICY O BJECTIVE <br />77 To comply with federal and state regulations regarding establishment of precincts after redistricting <br />78 to allow all persons within the city equal representation. <br />79 B UDGET I MPLICATIONS <br />80 The additional cost of adding a precinct would be in the range of roughly $10,000 for 2022. There <br />81 may be options to lease equipment as well rather than purchase depending upon what other cities in <br />82 Ramsey County do with their precinct boundaries. Some cities may be reducing precincts which may <br />83 make additional equipment available to Roseville at a reduced cost.
