REQUEST FOR COUNCIL ACTION <br /> Date: April 25, 2022 <br /> Item No.:10.g <br />Department Approval City Manager Approval <br /> <br />Item Description:Approve Resolution Supporting Legislation to Assist Group Homes Licensed by <br />the State of Minnesota <br />1 B ACKGROUND <br />2 With ongoing staffing challenges due to the COVID Pandemic, representatives of ACR Group Homes <br />3 and family members of their residents have approached the City of Roseville asking for financial <br />4 assistance to help keep their group homes open and serving the community. They propose the City uses <br />5 a portion of its American Rescue Plan Act (ARPA) funds to assist their group homes. The City Council <br />6 is still taking that request under consideration. <br />7 <br />8 However, understanding that the staffing and wage issue is something beyond Roseville’s control, the <br />9 City Council instructed staff to bring forward a resolution that supports changes to the state statutes that <br />10 govern the wage-rate formula in order to make group home wages more competitive with other jobs. <br />11 <br />12 Included as Attachment A is a draft resolution urging the Minnesota Legislature to change the wage- <br />13 rate formula for group home employees. <br />14 P OLICY O BJETIVE <br />15 Support of changes to the group home wage-rate formulawill assist group homes in continuing to <br />16 provide essential services to the community and provide a high quality of life for their residents. <br />17 F INANCIAL I MPACTS <br />18 None. <br />19 S TAFF R ECOMMENDATION <br />20 Staff recommends approving a resolution supporting legislative changes to the wage-rate formula for <br />21 group homes. <br />22 R EQUESTED C OUNCIL A CTION <br />23 Motion to approving a resolution a resolution supporting legislative changes to the wage-rate formula <br />24 for group homes. <br /> <br />Prepared by: Patrick Trudgeon, City Manager (651) 792-7021 <br /> <br />Attachments: A: Resolution <br /> <br />Page 1 of 1 <br /> <br />
