REQUEST FOR COUNCIL ACTION <br />Date: April 25, 2022 <br />Item No.: 10.d <br />Department Approval City Manager Approval <br />Item Description: Approve Final Payment for RCD 4 Storm Sewer and Twin Lakes Trail <br />Improvements <br />1 B ACKGROUND <br />2 On March 22, 2021, the City Council awarded the Ramsey County Ditch (RCD)4 Storm Sewer and <br />3 Twin Lakes Trail Improvements to Meyer Contracting, Inc. Work completed under the contract <br />4 totaled $2,761,627.89. The work was successfully completed during the 2021 season and the project <br />5 is ready to be closed out. <br />6 The project consisted of replacing the existing RCD 4 ditch, which runs from County Road C up to <br />7 Terrace Avenue between Fairview Avenue and Lincoln Drive, with a new 84” storm sewer pipe. <br />8 Additionally, the backfilled ditch was then graded and a new pathway (Twin Lakes Trail) was <br />9 constructed. The new pathway included lighting, benches, trash receptacles, connections to adjacent <br />10 properties and native grasses for vegetation. <br />11 City policy requires that the following items be completed to finalize a construction contract: <br />12 Certification from the City Engineer verifying that all of the work has been completed in <br />13 accordance with plans and specifications. (See Attachment B) <br />14 A resolution by the City Council accepting the contract and beginning the one-year warranty. <br />15 (See Attachment A) <br />16 Future work on Phase 2 of the Twin Lakes Trail, extending the trail into Oasis Park, is under design <br />17 and should take place later this summer. <br />18 P OLICY O BJECTIVE <br />19 The goals of the City’s Comprehensive Surface Water Management Plan are to protect the integrity <br />20 of stormwater conveyance channels, reduce nutrient loading and improve water quality to lakes and <br />21 wetlands. City policy is to cooperate with other agencies for mutual benefit, whenever possible. <br />22 The Twin Lakes Trail project meets many policies described in the pathway master plan: <br />23 Provide a safe network of pathway linkages for pedestrians and cyclists to and between <br />24 educational facilities, churches, business centers, transit stops, parks and open space. <br />25 Provide a pathway system that promotes a sense of community through the connection of <br />26 neighborhoods. <br />27 Provide a pathway system that connects to local and regional commercial destinations. <br />28 Coordinate planning and design of pathway connections with neighborhood groups, civic <br />29 organizations, school districts, business districts and other governing agencies. <br />Page 1 of 2 <br /> <br />
