REQUEST FOR COUNCIL ACTION <br />Date: April 25, 2022 <br />Item No.: 10.e <br />Department Approval City Manager Approval <br />Item Description: Approve Construction and Maintenance Agreement with Ramsey County for <br />Rice Street Pathway Improvements <br />1 B ACKGROUND <br />2 As part of the 2021 Pavement Management Project, the City constructed an 8-foot-wide pathway on <br />3 the west side of Rice Street between County Road C2 and Woodlyn Avenue. The developer of <br />4 Owasso Gardens completed the segment adjacent to their parcel. This created a complete pathway <br />5 segment from the City limits to the Little Canada Transit Center on Market Place Drive east of Rice <br />6 Street. <br />7 Since the pathway is on a County Road, the City requested cost share funds from Ramsey County <br />8 which was included in the Ramsey County Transportation Improvement Plan for 2021. Ramsey <br />9 County has drafted a Cooperative and Maintenance Agreement for the construction of the <br />10 improvements. The agreement documents who will oversee the project contract, who will be <br />11 responsible for maintenance on the project when it is completed, as well as who pays for the <br />12 improvements based on Ramsey County’s cost share policy. Roseville will be responsible for the <br />13 pathway maintenance. The project was completed last summer and the costs in the agreement are <br />14 final costs. <br />15 P OLICY O BJECTIVE <br />16 It has been the City’s policy to manage and maintain the street infrastructure which achieves the <br />17 lowest overall cost to the City over time. These agreements are consistent with those goals. <br />18 F INANCIAL I MPACTS <br />19 The overall project cost for the pathway improvements was $131,437.78. The cost splits for each <br />20 agency were determined by Ramsey County’s cost share policy. As shown in the agreement and <br />21 based on final project costs, the City’s cost share for improvements is $69,372.92 which includes <br />22 engineering and the City’s share of construction costs. Ramsey County will be paying $62,064.75 <br />23 for engineering and construction. The City’s portion of the costs was paid using Municipal State Aid <br />24 funds. <br />25 S TAFF R ECOMMENDATION <br />26 Staff recommends approving the Cooperative and Maintenance Agreement with Ramsey County for <br />27 the Rice Street Pathway Improvements. <br />Page 1 of 2 <br /> <br />
