VILLAGE COUNCIL OF ROSEVILLE
Continued Meeting Thurs. February 4, 1954 at 7:30 P.M.

The Council met on the above date as a continuation of the regular
meeting of Tuesday, February 4th, 1954 with the following members
present: Carlson, Willmus, Salverda, Olson and Hammersten.

The meeting was scheduled for the purpose of disu6sing the dog
problem with Milton Bahneman the Humane Officer. There was a
suggestion that we should have our own dog pound here in the
Village if possible. Several locations in the Village have the
necessary buildings, but there was objection from the house-
hold of the owners.

Hammersten stated that Elan Piche would be available during the
day for the next 30 days and could assist Bahneman in picking
up the dogs, now that they are going around in packs. They agreed
to work together on Saturdays and suggested that we use the present
facilities at the Mounds View dump until something more suitable
is found.

Discussion was held on an increase in wages for the liquor store
employees. Hammersten moved, seconded by Olson, that the wages
of the regular help be increased to $1.40 per hour and t he wages
of the extra help be increased from 1.10 per hour to 1.20 per hour
effective Feb.lS 1954. Rotl Call Ayes-4 Nayes (0).

Mr. Johnson of the Automatic Voting Machine Co. was present to
present a plan to us. He had been here previously and was asked
to come back in 1954. He outlined a new precinct arrangement
to take care of our present needs and future growth for a few
years. Willmus reported that in the second precinct the workers
had been on the job for 27 hours straight through. Carlson re-
ported that at one time they had to count the ballots on the
floor on their hands and knees.

The Council felt we should use the machines fQr the September
and November elections and submit a referendum to the people
at the December election on whether they wanted to continue
useing them.

Carlson moved, seconded by Hammersten that we advertise for bids
for 27 voting machines on t,he rental purchase plan and that Mr.
Johnson help the clerk in setting up the necessary machinery
and help prepare the ad for bidding. Roll Call Ayes...(5) Nayes...(O).

The Clerk read a letter from Ira Karon submitting his resignation
effective Feb~ 1st. Salverda moved, seconded Qy Olson that
we accept the resignation of Ira Karon as Village Attorney. Ayes-
(Carlson, Willmus, Salverda, Olson) Nayes-Hammersten.

After much discussion on the matter of an attorney, and the present
litigation pending it was decided to let the clerk contact some-
one else on a temporary basis.

450

Dog Problem

Wage Increase
for Liquor
store employees

Voting Machines

Ira Karon
Letter of
resignation
