2nd PHge

Milner Carley, Village ~gineer, recommended the purchase of 3,000
yards of coarse sand to be used during the year for routine maintenance
work in the Village. He recommended that he be authorized to prepare
specifications and that the Village Clerk be authorized to advertise
for this material. The bids to be received on l~ch 2nd. On motion
by Floyd Olson and seconded by Salverda the Council voted to concur
in the Engineer's recommendation. Ayes-(3) Nayes~(O).

A delegation of property owners who live in the vicinity of B2 and
Nancy Place appeared to request that something be done about a
dangerous waterhhole which is located within the right of way of
County Road "B2tr
~ Þ

Mr. Carley explained that a plan had been made to correct this
situation but that insufficient funds in the 1953 budget had made
it impossible. The Engineer recommended that he should be author-
ized by the Council to proceed with this work as soon as possible
on account of the emergency nature of it. He stated that it would
be necessary to purchase and install sufficient 18" diameter pipe
to carry this water for approximately 300 feet at this time and that
it would also be necessary to agree ~dth the owners of the adjacent
property to the North, which is approximately 440 feet wide, that
the water would be carried across that property in a manner which
would not damage it using culvert pipe if necessary. This latter
part of the work to be undertaken if and when that property is
developed by the owner.

Motion was made by Olson, Seconded bJr Carlson that the Council voted
to concur in the Engineer's recommendations. Ayes-(3) Nayes~(O).

The Engineer reported to the Council that he had been contacted by
a private party who wanted to retain him to design a new plat on
the so-called Bowers property lying on the North side of County
Road "C" between Dale Street and Western Avenue. Mr. Carley re-
minded the Council that he was not actually platting property in
the Village because of his connection with the Village Council.
He Suggested, however, that in this particular case he should have
an understanding with the Counc:H that he was going to work out a
design for this particular propert,y because it was absolutely ne -
cessary that the Village interest in the drainage area located on
the prope~~be completely protected.

Olson made motion, seconded by Carlson that the Council agreed to
authorize the Village Engineer to design this property at the ex-
pense of the prospective developer. Ayes-(3) ~ayes~(O).

Mr. Francis Lyon, 226 Minnesota, asked that an arc light be installed
on Rice and Minnesota. Mr. Carley suggested that since that is a
state highway, he should call the state highway on that problem.
Mr. Lyon also stated that Minnesota Street, which is a dead end
street, at Rice and Dale, is a regular speedway for motorists.

He said that many serious accidents have occurred t hel'e and children
are constantly in danger. He suggested that Mr. Lyons get a petition
signed by the majority of the people living on that street, and
bring it in, which in turn would be taken up a.t the next meeting.
This would limit the speed to 30 miles an hour.

453

Coarse
Sand

Dangerous
Water Hole

New Plat-
Bowers
Property

Speed Limit
