The new facility will also include a 5,000 square foot space for <br />recreational programming. The total estimated cost is $7 million and includes <br />planning, design, phased construction, and infrastructure to support the new facility. <br />- Pedestrian Bridge over Hwy. 36 at Snelling Avenue: This project involves the <br />construction of a multi -use trail between County Road B and County C in the City of <br />Roseville along Trunk Highway 51 (Snelling Ave) across Trunk Highway 36 where <br />no current pedestrian facility exists today. Currently, non -motorized traffic that <br />desires to travel across TH 36 at this location must walk over half a mile east or west <br />to cross TH 36 and then return over half a mile. Over the past two decades, the City <br />has seen significant investment and demand for high density residential units, <br />including the construction of over 500 affordable housing units along County Road C <br />near Snelling Ave. The combination of transit, high density housing and retail of all <br />types creates a demand for a traversable route for non -motorized traffic that can't be <br />met with the current infrastructure. The total estimated cost of $16 million includes <br />project planning and design, easement and right-of-way acquisition and construction <br />costs; and <br />WHEREAS, the projects will result in benefits to both the residents and businesses of the City of <br />Roseville and to non-resident visitors and businesses and documentation of the regional <br />significance of each project, including the share of the economic benefit to or use of each project <br />by persons residing, or businesses located, outside of the jurisdiction are set forth in the Case <br />Report prepared for this resolution and are incorporated herein by reference; and, <br />WHEREAS, the projects are estimated to cost approximately $60 million; and, <br />WHEREAS, the city estimates that a local sales tax of 0.5 (one-half) percent would generate <br />approximately $81 million over 15 years which is sufficient to cover the project costs plus interest <br />and other associated debt costs; and, <br />WHEREAS, the estimated local sales tax revenue and estimated time needed to raise that amount <br />of revenue for each project is as follows: <br />- Maintenance Facility: The city will collect $37,000,000, plus interest and other <br />associated debt issuance costs, over 15 years <br />- License Center: The city will collect $7,000,000 plus interest and other associated <br />debt issuance costs, over 15 years <br />- Hwy. 36 Pedestrian Bridge: The city will collect $16,000,000, plus interest and other <br />associated debt issuance costs, over 15 years <br />WHEREAS, funding the project with a local sales tax will most closely distribute the cost borne <br />by Roseville taxpayer for supporting the Roseville business community; and <br />
