Culver, PE, Public Works Director <br />City of Roseville <br />From: Matt Pacyna, PE, Principal <br />Transportation Collaborative & Consultants, LLC <br />Date: January 5, 2022 <br />Subject: Regional Transportation Project Concept Design Review <br />INTRODUCTION <br />REPORT <br />TC2, in partnership with SRF, was asked to assess regional transportation needs within the general <br />Roseville Mall Area. For purposes of this review, the mall area is defined as County Road D to the <br />north, 1-35W to the west, County Road B to the south, and Hamline Avenue to the east. This <br />transportation infrastructure review focuses on three key tasks investigating potential capacity <br />improvements at the Snelling Avenue/County Road C intersection, a new pedestrian bridge crossing <br />Highway 36 west of Snelling Avenue, and general multimodal improvements to address system gaps. <br />The goal is of this review is to better understand the feasibility and costs associated with the identified <br />regional transportation infrastructure improvements. This information will help the City plan, prioritize, <br />and identify potential funding sources. The following information provides an overview of the Regional <br />Transportation Project Concept Design assumptions, methodologies, and findings. <br />CONCEPT DEVELOPMENT <br />As noted earlier, regional transportation improvements were developed for the following key areas. <br />• The Snelling Avenue / County Road C Intersection <br />• A New Highway 36 Pedestrian Bridge (West of Snelling Avenue) <br />• Multimodal Gaps along Regional Roadways (Area -Wide) <br />The following information provides an overview of each area, including pertinent historical studies, key <br />issues, and the technical evaluation used to identify the associated concepts. <br />Snelling Avenue / County Road C Intersection <br />For several years, this at -grade intersection has operated near and/or over -capacity during peak <br />periods and has a significant crash history, as documented in the Citv's Transoortation Plan and the <br />Snelling Avenue Corridor Analysis completed in 2019. Both County Road C and Snelling Avenue <br />(also known as Mn Highway 51) are classified as A -Minor arterial roadways. Snelling Avenue is <br />generally a four -lane divided expressway that has a combination of interchanges and at -grade <br />intersections along the corridor. County Road C is generally a four -lane divided urban arterial roadway <br />with a combination of public and private access. Snelling Avenue carries approximately 30,000 to <br />38,000 vehicles per day (vpd), while County Road C carries 12,000 to 17,000 vpd. <br />www.transportationcollaborative.com <br />
