• Complaint -based enforcement by Minneapolis Health Department: <br />• $200 fine. <br />• Potential revocation, suspension, denial, or nonrenewal of license. <br />St. Paul Packaging ordinance <br />• Still working through approval process. <br />• Environmentally acceptable packaging for food or beverage intended for immediate <br />consumption must be returnable/reusable, recyclable, or compostable. <br />• Food establishments must provide an opportunity to appropriately dispose of the packaging <br />via either recycling and/or composting. <br />• Enforceable by Director of the Department of Safety and Inspections. <br />• Violations considered petty misdemeanors for a fine of $200. <br />Alternative products to polystyrene: <br />• Recyclable plastics: <br />o Polyethylene terephthalate (PET or PETE #1) —commonly seen in plastic water <br />bottles. <br />o High Density Polyethylene (HDEP #2) —commonly seen in milk jugs. <br />o Polypropylene (PP #5). <br />• Commercially compostable products: <br />o Must be BPI certified compostable or Compost Manufacturing Alliance certified. <br />o Labels such as "biodegradable," "plant -based," "degradable," etc. are not certified <br />compostable unless they include the above certifications. <br />• Aluminum containers. <br />Recommendations: <br />If the City wishes to enact an environmentally acceptable food packaging ordinance, we <br />recommend following the lead of other nearby cities' implementation tactics: <br />Organic waste collection <br />o Roseville currently only has one food waste drop-off site within city limits, which <br />is not accessible by public transit nor is it pedestrian -friendly. <br />o St. Louis Park and Minneapolis had curbside organic waste collection in place at <br />the time these ordinances passed. <br />o Restaurants using compostable materials are required to provide organics <br />collection for customers. <br />• Business technical and rmancial assistance <br />o Ramsey County and BizRecycling assistance. <br />• Hennepin County provided free signage to businesses and access to <br />recycling grants to Minneapolis and St. Louis Park. <br />o Packaging fair for businesses to attend and talk with manufacturers of recyclable <br />and compostable takeaway food containers (St. Louis Park organized this during <br />their implementation process). <br />• Educational opportunities <br />o Listening sessions for local restaurants to ask question and provide comments. <br />o Organics recycling education for residents. <br />
