Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: June 28, 2022 Item No: 5 <br />Item Description: County Road B Reconstruction Project Overview <br />Background: <br />In 2024, Roseville plans to reconstruct County Road B between Eustis Street and Cleveland <br />Avenue. This section of roadway was previously a county road which connected to TH 280. <br />The connection was removed in 2007 (related to the collapse of the 35W bridge over the <br />Mississippi) and in 2014 it was turned back to the City and became a City street. hi 2014, the <br />City did a small project to add a trail to the south shoulder. Last summer, the City reclassified <br />the road between Fulham Street and Cleveland Avenue as a municipal state aid roadway (MSA). <br />This provides some additional funding options. <br />The overall goals of the project are to create a new road surface to replace the deteriorating <br />pavement, a street design that fits the neighborhood, a separated pathway, improved drainage and <br />spot utility repairs. Since the roadway will be reconstructed to City standards, this is the <br />opportunity to consider additional geometric options that could be implemented in terms of <br />parking, traffic calming and pedestrian facilities. <br />The City has developed four options for the corridor. All options include separating the pathway <br />from the road with a turf boulevard and an entrance median off of Cleveland Avenue to help <br />minimize large trucks from utilizing the street. Individual design features in each option could <br />be interchangeable with other options. Quick descriptions of the proposed options are as <br />follows: <br />A. 24-foot roadway with one lane in each direction. No parking. Separated pathway. <br />B. 24-foot roadway with one lane in each direction. Parking bays spaced throughout the <br />corridor. Separated pathway. <br />C. 24-foot roadway with one lane in each direction. Center medians for additional traffic <br />calming. No parking. Separated pathway. <br />D. 24-foot roadway with one lane in each direction. No parking. Separated pathway. Ditch <br />section along Midland Hills. <br />Staff has held two neighborhood meetings with residents to date. A third neighborhood meeting <br />is scheduled for August 16. At that meeting, we would provide update options based on <br />feedback on data and additional information on traffic, pavement and storm sewer. <br />
