REQUEST FOR COUNCIL ACTION <br />Date: August 8, 2022 <br />Item No.: 10.d <br />Department Approval City Manager Approval <br />Item Description:Approve Cooperative Agreement with Ramsey County for Right of Way <br />Acquisition for County Road B between Snelling Avenue and Lexington <br />Avenue <br />1 B ACKGROUND <br />2 As part of Ramsey County’s Transportation Improvement Plan for 2023, the County plans to do <br />3 work on County Road B between Snelling Avenue and Lexington Avenue. The improvements <br />4 consist of resurfacing the roadway by removing the existing concrete pavement and replacing it with <br />5 bituminous pavement. Work also consists of miscellaneous curb repairs, ADA sidewalk <br />6 improvements and replacement of three traffic signal systems (State Farm Road, Hamline Avenue <br />7 and Lexington Avenue). The City will also be replacing the watermain as part of the project between <br />8 Snelling Avenue and Hamline Avenue and between Dellwood Street and Merrill Street. <br />9 In order to accommodate the new signals and ADA sidewalk upgrades, right of way acquisition by <br />10 the County is required. Per the County’s cost share policy, the City is responsible for half of the <br />11 right of way costs. In order to proceed with the right of way acquisition, the County has drafted a <br />12 cooperative agreement for the right of way acquisition. The agreement details how the County will <br />13 procure the right of way and charge the City for half the costs of the acquisitions, which equals <br />14 $343,964.00. <br />15 The project is scheduled for the summer of 2023. <br />16 P OLICY O BJECTIVE <br />17 It has been the City’s policy to manage and maintain the street infrastructure which achieves the <br />18 lowest overall cost to the City over time. This agreement is consistent with those goals. <br />19 F INANCIAL I MPACTS <br />20 Overall project cost for the City is estimated to be $1,262,643.00. <br />21 The City’s anticipated cost share for the right of way is estimated to be $343,964.00. Future <br />22 construction costs are estimated to be $280,324.00 for the City’s portion of the signal leg at State <br />23 Farm Road and other miscellaneous pavement repairs associated with the watermain replacement. <br />24 These costs would be paid using Municipal State Aid funds. A separate cost share agreement will be <br />25 entered into for the construction costs at a later date. <br />26 The City’s estimated cost of the watermain improvement is $638,355.00and would be paid from the <br />27 water utility fund. <br />28 S TAFF R ECOMMENDATION <br />29 Staff recommends approving the Cooperative Agreement with Ramsey County for Right of Way <br />Page 1 of 2 <br /> <br />
