<br />REQUEST FOR COUNCIL ACTION <br />Date: May 23, 2022 <br />Item No.: 10.d <br />Department Approval City Manager Approval <br />Item Description:Approve Resolution Awarding Contract for Fairview and County Road C <br />Storm Sewer Improvements <br />1 B ACKGROUND <br />2 The City owns and maintains a large storm water pond on the southeast corner of Fairview Avenue <br />3 and County Road C. The pond was constructed in the 1990’s but minimal maintenance has occurred <br />4 since that time. This pond discharges to the north under County Road C into former Ramsey County <br />5 Ditch 4 (RCD 4). This ditch was converted into a piped storm sewer last summer. <br />6 With the lack of maintenance to the pond and the new pipe downstream, the City determined work <br />7 on the pond was needed including tree management, expanding flood storage, dredging of sediment <br />8 in the pond and providing a new outlet control structure. <br />9 Trees that have grown up around the pond will be removed to prevent them from clogging the outlet <br />10 and allow for better maintenance of the pond in the future. The City will manage the pond in the <br />11 future by mowing yearly to prevent new trees from growing on the pond slopes. Some additional <br />12 trees will be removed so the pond can be graded for additional storage. The basin will be dredged <br />13 near the outlet to remove built up sediment. The project includes a new outlet control structure that <br />14 will have a submerged inlet. This will help the pond function better by keeping floatables from <br />15 being discharged downstream, providingbetter protection of the pipe downstream by limiting tree <br />16 debris, and providingbetter discharge to the pond that is less susceptible to clogging from debris. <br />17 Based on past practice and state law, the City Council has awarded the contract to the lowest <br />18 responsible bidder. For the Fairview and County Road C Storm Sewer Improvements, the apparent <br />19 low bid was in the amount of $331,331.00.
