REQUEST FOR COUNCIL ACTION <br />Date:May 23, 2022 <br />Item No.: 10.g <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Minnesota FinancialCrimes Task Force Multiple-Agency Law <br />Enforcement Joint PowersAgreement(JPA) <br />1 B ACKGROUND <br />2 Investigating complex financial crimes caninvolvethe assistance of multipleoutside law enforcement agencies,as <br />3 criminal activity knows no borders and suspects often commit crimes in multiple jurisdictions. The coordination of <br />4 multiple law enforcement agencies is paramount in these investigations.The Minnesota Bureau of Criminal <br />5 Apprehension (BCA) often assumes the role of coordinating various law enforcement agencies across Minnesota. <br />6 <br />7 By continuing to participate in the Minnesota FinancialCrimes Task Force, the Roseville Police Departmentgains <br />8 access to state of the art technology, best practices in financial crimes investigations, information sharingand <br />9 networking, among other benefits. <br />10 <br />11 The BCA has authored this joint powers agreement(JPA)in order to facilitate the efforts to investigate crimes that <br />12 can span multiple jurisdictions. <br />13 <br />14 The city attorney has reviewed the attached JPA. <br />15 <br />16 O BJECTIVE <br />17 The Roseville Police Department seeks to enter into this JPA to continue participating in the state’s multi- <br />18 jurisdiction effort to combat financial crimes throughprevention, education and enforcement. <br />19 <br />20 F INANCIAL I MPACTS <br />21 There are no financial implications to this JPA. <br />22 S TAFF R ECOMMENDATION <br />23 Staff recommends Council approval to accept the JPAand authorize the signing of the Agreement by the City of <br />24 Roseville Mayor, City of Roseville Managerand City of Roseville Chief of Police. <br />25 <br />26 R EQUESTED C OUNCIL A CTION <br />27 The Roseville Police Department seeksCouncil approval of the JPA allowing for therequired City of Roseville <br />28 signatures, specifically the City of Roseville Mayor, City of Roseville Managerand City of Roseville Chief of <br />29 Police. <br />30 Prepared by:Chief Erika Scheider <br />Attachment:JPA <br />Page 1of 1 <br /> <br />
